NATIONAL RESILIENCE PROGRAM - RISK REDUCTION AND DISASTER MANAGEMENT.

Context and Justification Guinea possesses the principal assets of a sustainable and balanced development. A dense hydrographic network: 1165 rivers. Volume of meteoric water of the order of 450 billion m3. Soils in abundance and fertile. Ecosystems varied and well represented. Opening onto the sea for nearly 300 km. Under extremely rich and varied soil

Geological hazards Earthquake The epicenter of the 22 December 1983 earthquake in Koumbia (Gaoual) killed 320 people, more than 10,000 injured, nearly 20,000 homeless and extensive material damage.

Health hazards Between March 2014 and December 2015 there were 3,804 cases of confirmed contamination and 2,536 cases of death. In 2004, Guinea also faced epidemics, including cholera, of which 1,518 cases and 117 deaths were recorded across the country. Some cases of meningitis and cholera are recorded.

To manage all these natural disasters and epidemics that are a real brake on the economic and social development of our countries, people need quality information to better prevent dangers. For example, Guinea experienced a reduction of US $ 160 million in tax revenues during the Ebola period.

Pre operational phase WIGOS (WPP) Rec1: The meeting recommended that Members firstly designer as soon as possible focal points and national WIGOS and WIS engage implementing WIGOS at national level on the other. Rec2: Restoring WIGOS TT: the meeting recommends the Management Group and the President of the region to address the WMO Secretariat a request to proceed with the amendment to Resolution 8 to restore the task force WIGOS of the region. Rec 3: Workshop AWS: The meeting recommended to the WMO secretariat to make arrangements to organize an English French interpretation for the participation of Francophone countries to Namibia meeting on AWS.

Regional Centers WIGOS Rec4: The meeting proposed the candidacy of Morocco as a WIGOS pilot Regional Centre for Francophone Africa, and requests the Working Group OTI to work with Morocco to establish a WIGOS implementation of work plan the region. Rec5: Given the large number of countries in the African region, the meeting recommended that the Management Group to consider the creation of a regional WIGOS under center for each economic sub-region of Africa. Rec6: Given the specificity of the island countries of the Indian Ocean, the meeting also recommended the creation of a dedicated Centre for this region from Africa in Madagascar.

AMDAR Rec7: The meeting asked the OTI Working Group to include in its terms of reference the development of AMDAR in the region in connection with the special aviation meteorology team. National WIGOS implementation Rec 8: The meeting recommends NMHSs should be encouraged to enhance partnerships to increase the network of stations in their country (WIGOS) and there is a Memorandum of Understanding (MoU) with those partners involved in establishing network of observation stations.
