Presentation transcript:

Biosecurity in Action: Protecting $5 billion of vineyard assets

Brown Marmorated Stink Bug: The threat is real 152 BMSB interception events last season Italy was found to be the origin of 57% of these interceptions 160% increase in the number of BMSB border inspections Potential for $600 million impact on export revenue over next 20 years

Improving wine industry readiness July 2017 – Signed the BMSB Operational Agreement September 2017 – launch of coordinated public awareness campaign October 2017 - testing response surveillance in Chile

A Big Thanks to Hydralada! Sometimes the scale model just wont do…….. www.hydralada.com

On Cherries in Italy. Photo: MPI South America small number of imports but poses risk of year round BMSB threat. More this summer than last – increased inspections and population boom in Italy. Many different “non-risk” commodities, every pathway. Move from breakbulk to containerised risk BMSB will feed on grapes but vineyards are not considered a major host On Cherries in Italy. PRE-BORDER ACTIVITIES Import Health Standard for Vehicles, Machinery and Tyres USA Mandatory treatment - heat or gas Measures to prevent re-infestation ITALY Diverse range of other commodities require a different approach - a blanket treatment for all exports out of Europe would prove challenging Strict regulatory action at border combined with a collaborative approach and strong communications Exporters Voluntary fumigations, pest and storage controls. Shipping lines pre-export inspections, comms, trapping and reporting. PRE-BORDER ACTIVITIES Fully cost recovered BMSB inspections and NZ fumigation costs are helping to drive compliance offshore Million Dollar fumigation facility in Baltimore with others in Georgia and Texas Exporters - Italian Ceramic Assoc. largest shipper is conducting inspections at ports of loading and refusing shipment to any vehicles where BMSB has been seen unless treated on port.

BORDER ACTIVITIES Importers Regular comms to every transitional facility #1 pest in Accredited Persons training MPI Auditor visits face to face Border inspections Vessel surveillance Random new vehicle/machinery sampling Targeted container inspections Adaptive profiling throughout season Lighter touch if treated offshore - encourage voluntary treatments BORDER ACTIVITIES Pre, during and post season MPI is conducting deck by deck roro vessel surveillance, random new vehicle inspections, HT sampling to flush out BMSB for higher risk vehicles e.g. motorhomes

INSPECTION AT THE BORDER Background/Risk assessment – what leads up to inspection? Methodology of inspection Potential Actions Containment & Treatment Containment & Reshipment Clearance BMSB Confirmed Increased targeting Notice sent to importer and exporter Sham demo / James commentary Notified in Italian when bugs are found on their products, informing of risk and steps to reduce

Combine Harvester Head - Falsely declared as new Failed to comply with section 16A of the Biosecurity Act 1993 in that the company completed an import entry declaring as new. Section 154N(6), Biosecurity Act 1993 Penalty: Imprisonment for a term not exceeding 12 months, a fine not exceeding $50,000 or both. Company fined $3,000 for false declaration. MPI required full disassembly and 30 hours of steam cleaning for decontamination. Quarantine waste filled three 240 litre containers. Enforcing regulation MPI’s reliance on declarations The critical role of transitional facilities, AP’s and the public to report contamination and pests. 4.7 million quarantine officers.

USE OF DETECTOR DOGS WE PLAN TO USE DETECTOR DOGS AT INCURSION STAGE OR WHEN WE WISH TO BE VERY SURE THAT THERE IS NOT ANY BMSB. ALAN WILLOX, SENIOR QUARANTINE OFFICER AND GEORGIE HAVE BEEN IN TRAINING FOR THE PAST 6 MONTHS. MPI IS ESTABLISHING A SMALL TEAM OF DOGS FOR BMSB DETECTION.
