EMWD Sewer Flow Tenant Type Factors (TTFs) EMWD Facility Participation Charges are based on the average flow generated by a Single Family Residential unit, currently estimated at 235 gallons per day. TTFs are multipliers that proportionately relate many varied uses across EMWD’s jurisdictional area to the flow generated by a Single Family Residential Unit. The factors currently in use were adopted by EMWD in 2001. Staff has isolated reviews to update TTFs that have been regularly in questioned, including Senior Apartment/Condo, Banquet Hall, Health Spa-No Shower, Hotel-No Kitchenette. New types of uses require analysis and calibration. Several existing uses are regularly challenged by the development community require validation, such as a small office use and fees charged for different restaurant types.

Strategic Priority Project is identified in the Triennial Strategic Plan as a 2016 Strategic Priority. The project falls under the subcategory of Proportionate Cost of Service.

Study Objectives Review industry for current practice. Validate and update TTFs based on existing water usage data. Where water usage data is not available, perform field monitoring to update or validate TTFs. Develop TTFs for new and emerging Tenant Types. Compare EMWD methods of estimating flow with current practices found in the local region.

Benefits of Study Update TTFs from adopted 2001 values to current values. Increase EMWD awareness of industry practices. Calibrate and validate TTFs. Increased confidence that each customer is paying their proportionate share of Facility Participation Charges, as well as ongoing monthly service charges.

Consultant Selection Process June 2016 Request For Proposal issued to four firms: Black and Veatch CH2MHill Kennedy Jenks West Yost Black and Veatch was only firm to attend pre-proposal conference. Balance of firms contacted by staff indicated: Not able to respond at this time due to heavy workload. Expertise not in area of request. Black and Veatch provided responsive comprehensive proposal. Staff negotiated the project scope and fee ($217,662) that is commensurate with the level of effort needed.

Recommendation Approve and authorize execution of Contract for Analysis and Recalibration of Sewer Tenant Type Factors with Black and Veatch by General Manager in the amount of $217,662. Authorize appropriation of $346,600 to fund project costs through completion.
