Process steps Best practises INTRODUCTION Purpose of this document This document is intended to form an inspiration and a guideline for parties wanting to get started with fair tendering. It contains practical tips for including fair in tender documents and structuring the cooperation with suppliers in the area of their products and production processes. Introduction Reasons Fair Smart Meter? Process steps Best practises REASON FAIR METER Since 2015, grid managers have been offering smart meters on a large scale. The societal objective is to have provided at least 7 million of the Dutch households with a smart meter by 2020. The smart meter is part of European policy to combat climate change. The meter provides consumers with insight into their energy consumption, and makes them more aware of it. This can indirectly result in energy savings. If we install millions of smart meters to realise energy savings and make a positive contribution to combating climate change, why can we not also focus on a sustainable meter? This is the reason that Liander and Stedin have started a joint process to realise a Fair Smart Meter. The central focus of this process is reducing the negative impact of the smart meter on people and the environment.

OUR DEFINITION It is produced using circular materials and labour processes which are fair. Minimal energy consumption Contains no hazardous materials and conflict minerals Complies with the Fair Performance Ladder of Stedin & Liander

Process steps Best practises PROCESS STEPS FAIR TENDERING Preparation Make fair one of the main objectives of the tendering and define what you mean by fair Formulate fair components and what is expected of suppliers, including jointly, as appropriate Organise a market consultation with suppliers about fair Selection, awarding and contracting Formulate selection questions in which you ask about the ambitions of the parties Formulate awarding questions through which parties challenge themselves Preparation for contract discussions so that you know clearly what your own lower limit is Implementation Cooperation with suppliers Joint development and exploration of improvements Communicate together fairsmartmeter.com

In scoring the answers, look the parties which understand the fair concept and have an organisation to bring the ambitions into practice.
