How did this initiative start?

Pedestrian Fatalities in Florida Pavement Marking Training Pedestrian Fatalities in Florida Year Fatalities 2010 499 2011 497 2012 473 2013 498 2014 606 For the DOT this started with a statewide review of Florida’s pedestrian fatalities which averaged 492 between 2010 – 2013 and which increased in 2014 to 606. The 2015 and later data has not yet been certified. These high pedestrian crash numbers are reflected in the organization Smart Growth America Dangerous by Design 2016 report. Eight of the top 10 most dangerous cities for pedestrians are located in Florida. The Tampa area is number seven and this is a top 10 list we don’t want to be on.

It indicates that although more crashes occur in daylight hours, it also indicates that 78% of the fatalities occur between the hours of dusk to dawn.

Safety Analysis of Nighttime Intersection Crashes This map shows corridors with higher than average nighttime pedestrian crashes. 235 signalized locations are identified within Hillsborough County that qualify for the intersection retro-fit lighting funds.

The funding was distributed throughout the state with our district receiving $15 million. Also shown on this table are the average Benefit Cost (B/C) Ratios. These ratios are extremely high indicating that there is a very good return on the investment. A b/c of 1 is considered break even for the benefit to cost. Federal Safety funds are available once the b/c = 2. Base cost per fatal crash = $10,100,000 Base cost per severe injury crash = $818,636 Base cost per moderate injury crash = $163,254 Base cost per moderate injury crash = $99,645 Property damage only = $6,500

How do we reach our goal?

TEAMWORK! LED The only way to meet our goal of improving the illumination of 235 locations in Hillsborough County is through partnerships between the FDOT, City of Tampa, Hillsborough County, and Plant City. We are doing it in an environmentally friendly way with LED energy saving lamps which have better color rendering for increased visibility.

FDOT Strategy Identify Signalized Intersections Coordinate with Maintaining Agencies Coordinate with Power Companies Create Design Plans Construct 454 locations are identified in district 7, which covers Hillsborough, Pinellas and Pasco Counties. There are 235 locations in Hillsborough County of which 132 are in the City of Tampa.

Both locations have had a noticeable drop in nighttime bike and pedestrian crashes. Jan Washington with the City of Tampa will now discuss the light improvements they have made to their system. Bright Lights Safe Nights FY2012 – FY2017 Patrolled, Tree Trimmed and Expanded Expansion Strategy Local Roads, Public Safety Collector Roads, Transportation Safety CRA Areas, Economic Development Support Thank you, Rochelle. Like FDOT, the City of Tampa relies on the streetlight system to improve safety. As part of the 2012-2017 Bright Lights Safe Nights initiative the City of Tampa increased patrols to identify system outages, trimmed trees to improve illumination effectiveness and expanded the system for more coverage.   New lights were installed based on three strategies New lights were installed along local streets for public safety purposes, prioritizing neighborhoods based on the police department’s data. Collector Roads were upgraded in order to reduce night time crash rates. Tindale-Oliver provided Community Redevelopment Areas and locations near new development projects were improved to support economic development and prepare new ROW activity.

Bright Lights Safe Nights Results 70% of Registered Communities Served 30% More Lamps Added to the System More than 700 Projects Construction is Still Active As a result, 70% of our registered communities received new streetlight service. 30% more lamps were added to the system The City has 40,000 streetlight illuminating the public ROW. More than 700 projects were executed by Tampa Electric on behalf of the City. Construction is still active.

The FDOT roadways – excluding Fowler, were upgraded along the segment, not just the intersection.   A few of the corridors were upgraded with the new LED fixture. Upcoming Months HID to LED Lamp Conversions Illumination Near Development Projects New Technology Announcements This year our hopes are to start converting all of the HID equipment to LED. Announcements will be made when/if this program begins.   Upgrades will continue near new development projects. Of course, FDOT signalized intersections will receive modification.
