1st AFCOSAN CLTS in Afghanistan Islamic Republic of Afghanistan Afghanistan Conference on Sanitation 2016 1st AFCOSAN CLTS in Afghanistan SSDA Nov 2016

CLTS & Afghanistan CLTS was introduced in the WSG in 2007 by SSDA SWSS Project proved CLTS as a successful tool for eliminating OD and latrine use in Afghanistan in 2009 – 2012 Several organizations implemented CLTS, but failed

CLTS Requirement Technical tricks, strong facilitation and follow ups; Selection of appropriate CLTS facilitators and sustainability

Open Defecation & Worst Condition of latrines before CLTS Implementation .

Facilitation Skill(PRA Tools) Triggering (Social Mapping) .

Transact Walk( Walk of Shame) .

Sanitation Promotion after CLTS Implementation .

ODF Declaration Ceremony .

Assessment in 2 Communities and 5 Schools… Location of the study: Behsood district

Assessment in 2 Communities and 5 Schools… Findings: 96% of the people ignited, which resulted in a major behaviour change of the communities, who on the spot become one-voice and took collective action for change No subsidy as a big challenging factor in Afghanistan, as 100% communities are used to getting subsidies

Assessment in 2 Communities and 5 Schools… Situation in communities where CLTS interventions had taken place was A (very good) whereas in schools with no CLTS/SLTS was Z (worse) Latrines were available at schools, but not followed with awareness and O&M mechanism, therefore:

Assessment in 2 Communities and 5 Schools… 20% built latrines were either locked or used only by the school staff 80% latrines had no proper O&M mechanism, so they were full and filthy 20% latrines were not improved latrines

Assessment in 2 Communities and 5 Schools… 30% teachers regarding the no use of the latrines by students, expressed that students would use the latrines inappropriately and make them dirty 70% of students were of the view that teachers are dominant; and not allow students to use the latrines

Recommendations SLTS has to be implemented as complement to CLTS so that the total sanitation is achieved Capacity building of NGOs in CLTS and SLTS Appropriate staffing (as per the criteria) Proper community selection Strong follow up, coordination and Post ODF follow up Scaling up CLTS and starting SLTS

Future Plan WASH in Schools evaluation in 13 provinces ODF sustainability study CLTS scaling up Contributing in achieving ODF Afghanistan by 2025 Strengthening coordination
