International Military Academic Forum Identification of opportunities and threats connected with potential implementation of international semester International Military Academic Forum Komorní Hrádek 19 – 23 June, 2017 The Strategic Partnership Project „Creating international semester regarding military education needs for future Officers in Europe” has been financed by the European Commission in the frame of Erasmus+ Programme

Method Threats and opportunities in three aspects: Personnel (i.e. academics/teachers/lecturers) Educational and legal system (incl. accreditation system) Infrastructure

Potential threats and opportunities to Institution Threats Opportunities Austria Theresian Military Academy Personnel: Not all academics have Stanag 3, Cyber Security; Infrastructure: IT generally (in case of special software needed).   Czechia Faculty of Military Leadership, University of Defence Personnel: Basic Military English (no military experience among English teachers); Cyber Security; Electronic Warfare (possible support of Faculty of Military Technology), Military Leadership C (no STANAG 3 among P.E. teachers); Legal/educational system: accretion process (not before 2019/2020); Germany Helmut-Schmidt-University Personnel: Interoperability, Military Leadership A-C (generally all modules dealing with military topics, no academics-military men). Personnel: could be conducted in Officer School of the Army; Legal/educational system: possibility to split international semester to be partially in academic and career-course level; university level of accreditation vs. officer education (easier to conduct) Greece Hellenic Air Force Academy Personnel: Basic Military English (no ground forces terminology), Cyber Security Legal/educational system: Does not fit into study programme, possibility to implement only respective modules Hungary Faculty of Military Sciences and Officer Training, National University of Public Service Personnel: not all of academics with Stanag 3. Legal/educational system: possibility to change study programme during its valid, possibility to revise and internationalize existing study programme; Infrastructure: O.K. Italy Air Force Academy Personnel: Basic Military English (no ground forces terminology); Legal/educational system: Does not fit into study programme, possibility to implement only respective modules; study programme to be discussed with university level Portugal Military Academy Personnel: Stanag 3 Conclusion Personnel: Stanag 3, respective modules (Cyber Security, Military Leadership) Legal/educational system: does not fit for air force academies; different levels of higher education institutions and of the legal demands; long accreditation process Infrastructure: software for Cyber Security. Legal/educational system: possibility to implement at least respective modules for air force (and naval) academy (Greece, Italy) Infrastructure

Conclusion Personnel Educational and legal system Infrastructure Not assured English language skills on level 3 (NATO STANAG 6001) Not assured competency for some common modules (Basic Military English, Cyber Security, Military Leadership) Educational and legal system Long and complicated accreditation process, different standard for institutions of higher educations (e.g. academic vs. practical study program; Fachhochschule vs. Hochschule etc.) International semester (as specified) does not suit to air-force academies (possibility of implementing respective modules) Infrastructure No problem
