Substitutions are permitted by either team at any stoppage of play with the referee’s permission and receiving a signal from the referee to enter the field. Substitutes must enter the field of play at the half after the player(s) they are being substituted for leave the field of play.

Make sure the substitute enters the field of play before play is restarted (especially if she is going to take the restart).

A Related, but different, issue:

After receiving permission from the referee to leave the fop for an injury or equipment matter: When is the player able to re-enter? during play? Yes. at a stoppage? Where may the re-entry occur? AFTER the referee signals: during play, only at the touch line. at a stoppage, at the touch line or goal line.
