Human Resources Updates Leadership 2016

Local Budget Teacher supplement increase (1%) Assistant Principal supplement increase (2%)

House Bill 1030 Step increase for all teachers and instructional support Increases including the step range from 2.1% to 13.1% Average increase is 4.7%

House Bill 1030 School-based administrators will receive a 1.5% salary increase, a 0.5% one-time bonus, and a 1.22% experience step increase if eligible. Study on assistant principal and principal pay (to be completed by December 2016)

House Bill 1030 School-Based Administrators not losing pay… “A teacher who becomes a principal shall be paid at least as much as they would have earned as a teacher” Removes “without a break in service” – therefore, all assistant principals and principals are eligible to be paid on the higher of the teacher or SBA schedule.

House Bill 1030 Noncertified and central office staff receive a 1.5% increase and a 0.5% bonus.

House Bill 1030 3rd Grade Teacher Reading Performance Pilot $5M to pay for bonus to top 25% of the 3rd grade teachers based on EVAAS growth scores $5M to pay for bonus to top 25% of 3rd grade teachers in each LEA

House Bill 1030 K-3 Class Size Allotment Ratios The size of an individual class in kindergarten through third grade shall not exceed the allotment ratio by more than three students Kindergarten, one teacher per 18 students First grade, one teacher per 16 students Second grade, one teacher per 17 students Third grade, one teacher per 17 students

House Bill 1030 K-3 Class Size Allotment Ratios (Cont.) The class size requirements shall apply with the 2017-2018 school year. For the 2016-2017 school year, class size requirements remain unchanged K-3, may not exceed 24 students per class 4-12, no cap on class size

House Bill 1030 Beginning Teacher Evaluations All teachers who have been licensed as a teacher for less than two years shall be observed… “at least two of those observations shall be conducted in the first semester” “one of those observations shall be conducted within the first grading period”

House Bill 1030 Low-Performing Schools Remediation Plans for Principals Teacher Evaluations “either the principal or assistant principal who supervises the teacher shall conduct the evaluation”

Revised JCS Personnel Policies Policy Code: 5030 Nepotism (new legal requirements) Before any immediate family of any Board member, central office staff administrator, or principal is employed by the Board or engaged in any capacity as an employee (1) must disclose the immediate family relationship to the Board and (2) must be approved by the Board in a duly called open session meeting

Revised JCS Personnel Policies Policy Code: 5310 Assignment of Teachers to Non-Instructional and Extracurricular Duties Removed all language pertaining to teachers with more than 27 years of experience All initially licensed teachers who request assignment to or agree to accept an extracurricular duty still need to complete appropriate form (send to HR)

New JCS Personnel Policies Policy Code: 6440 Injury and Loss Prevention Creates a system-wide health & safety leadership team and site-based safety teams as part of the school improvement plan Hazard and accident reporting and investigation Hazard correction and control The promotion of safe practices and safety awareness in the school enviornment

Approved Changes to License and Educator Evaluation Policies Standard Professional I and Standard Professional II licenses are now referred to as Initial (3 year term) and Continuing (5 year renewal cycle) licenses, respectively.

Approved Changes to License and Educator Evaluation Policies Employing LEAs no longer recommend teachers for license conversion. Teachers move from an Initial to Continuing license when all SBE requirements are fulfilled and the teacher has three years of teaching experience. Teachers no longer must be proficient on all standards of the North Carolina Educator Effectiveness System (NCEES) in order to convert from an Initial to Continuing License.

Approved Changes to License and Educator Evaluation Policies Teachers hired for the 2016-2017 school year may be initially licensed and deemed “highly qualified” if they attempt SBE-required exams at least once in their first year of teaching and pass all required exams before or during their second year of teaching.

Approved Changes to License and Educator Evaluation Policies Initially licensed teachers who have coursework requirements must complete those requirements by the end of the term of their provisional license. Teachers are no longer required to earn six credit hours per year toward the completion of their program of study.

Approved Changes to License and Educator Evaluation Policies At the request of the employing LEA, DPI will now issue an emergency permit to practice for a teaching assignment at the A-00 level to persons who hold at least a bachelor’s degree from a regionally accredited IHE but who does not qualify for a license under any other approach. The emergency permit is only valid for one year and cannot be renewed.

Approved Changes to License and Educator Evaluation Policies Standard 6 (teachers) and Standard 8 (school administrators) are no longer stand-alone standards in NCEES. All assessment and reporting requirements used in the determination of Standards 6 and 8 will continue despite the elimination of these standards.

2016-2017 Organizations Please review your organization within the next few weeks. Check to be certain that… all employees at your site are listed on your organization, including those returning from a leave or going on a leave (any employee whose name is not on the organization will not receive a paycheck) employee assignments are accurate the appropriate % is listed for each person the appropriate hours are listed for child nutrition assistants

2016-2017 Organizations ​If corrections are needed, please send an email to Linda Edmundson ​and specify what changes need to occur. If your organization is correct, please send an email to Linda stating that no changes are needed. Please complete this process by July 25.

2016-2017 Evaluation Calendar and Processes ​Modified Comprehensive Evaluation Cycle renamed Late Hire Evaluation Cycle Career Development Coordinators and Teacher Leadership Specialists will have evaluation documents in True North Logic

Reminders (Evaluations) ​Classified If evaluation includes at least one or more “needs improvement” or “unsatisfactory” ratings, must complete a “conditional” evaluation within sixty (60) working days. Certified If evaluation includes a “Developing” or “Not Demonstrated” rating on one or more standards, MGP or DGP must be developed.

Reminders (Transfers) ​June 30…..“Free Agent” period ended July 1-31…Current principal/supervisor must approve a transfer request. In other words, employee requesting a transfer must communicate with principal PRIOR to seeking an interview for another position. August 1…Principals/supervisors must communicate with each other directly before speaking with an individual about a transfer.

Reminders (Classified Staff) ​Teacher assistants are permitted to work during the beginning teacher workdays. Please carefully review employee time at least once per month. Overtime must be authorized by the principal beforehand (should be limited). Only head custodians are permitted to make up time from driving a school bus.
