TTX Exercise Specifics Date/Times: 26 April 2016/ 0730 -1700 Location: Anadarko Petroleum Corporation 1201 Lake Robbins Dr 3rd Floor, Allison Hall The Woodlands, TX 77380 Scenario 26 April 2016 at 0600 hrs, during well completion of Anadarko Petroleum Corporation’s (APC) “Lucius ” No 7 well in Keathley Canyon (KC) 919 block, the Drillship NOBEL BOB DOUGLAS experienced a Dynamic Positioning (DP) casualty that resulted in an un-commanded disconnect. Before the crew could actuate the Blowout Preventer (BOP), the riser parted on the top of the Lower Marine Riser Package (LMRP). The well’s hydrostatic pressure dropped below the formation pressure resulting in a “kick”. With no means to actuate the BOP (remotely or manually) the formation fluids (hydrocarbons) began to flow freely from the BOP/LMRP stack. Exercise Objectives Module 2: Organizational Design Notifications:  Discuss ability and process to make proper notifications of an oil spill in accordance with: Anadarko’s Oil Spill Response Plan (OSRP) for US requirements; and, Mexico – US (MEXUS) Plan for spill impacting, or potentially impacting Mexico waters. Incident Command Post: Discuss the selection process for choosing the locations of separate Command Posts (one in each country). Spill Management Team: Discuss ability for the Responsible Party, their respective Spill Management Team, & Oil Spill Removal Organizations (OSRO) to provide adequate support to each Command Post. Regional Response Team Interactions:  Discuss efficient interaction between Regional Response Team (RRT), MEXUSGULF Joint Response Team (JRT), & respective Unified Commands in US/MX. RRT-6 involvement will include subsea dispersant use process/protocols. Notifications:  Discuss ability and process to make proper notifications of an oil spill in accordance with: Anadarko’s Oil Spill Response Plan (OSRP) for US requirements; and, Mexico – US (MEXUS) Plan for spill impacting, or potentially impacting Mexico waters. Response Strategies and Tactics:  Discuss response strategies and tactics to support response efforts. Discuss trigger points for response strategies and tactics used near the maritime boundary line; e.g., surface and subsea dispersants, in-situ burning, etc. 6/10/2018

Exercise Objectives Module 4: Response Support Communication:  Discuss ability to effectively communicate between both Command Posts (using SEMAR & USCG liaisons). Response Information Sharing:  Discuss the use of Response Information Sharing to communicate and share key information between US and Mexico Command Posts, and between Source Control Branch and other response positions within the US Response Management System. Trans-border Resource Movements:  US:  Discuss U.S Customs & Border Protection requirements for allowing equipment and personnel to enter US when an emergency occurs (land & maritime), and determine who from US will ensure safe and secure personnel & equipment movement. MX:  Discuss Mexico requirements for allowing equipment and personnel to enter Mexico when an emergency occurs (land & maritime), and determine who from the Mexican government will ensure safe and secure personnel & equipment movement. Response Strategies and Tactics:  Discuss response strategies and tactics to support response efforts.
