Chapter 30: External Relations International Regulation Montenegro is a member of WTO OECD Arrangement on Officially Supported Export Credits and WTO rules apply Communication of the Commission to the Member States pursuant to Article 93 (1) of the EC Treaty applying Articles 92 and 93 of the Treaty to short-term export- credit insurance (OJ C 281, 17.9.1997, with amendments) Negotiations for Chapter 8 (Competition) – transposition into national legislation (Ministry of Finance) M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 30: External Relations

Chapter 30: External Relations National Regulation Decree on more detailed criteria, conditions and manner for granting of state aid - Article 52, 59 & 63 (export-aid prohibition) Article 52: State aid to shipyards in the form of State-supported credits to companies registered in Montenegro for building or conversion of vessels may be granted in accordance with the OECD Arrangement on Guidelines for Officially Supported Export Credits. Article 59: State aid in the form of guarantees for export credit insurance may be granted for insurance against non-market risks. Chapter 30: External Relations Law on Investment and Development Fund of Montenegro (2009) Article 12: The activity of the Fund shall be as follows: Approving loans and issuing guarantees that: - Provide incentives for the establishment and development of small and medium-sized enterprises; - Provide support to infrastructural projects, water supply projects and wastewater treatment projects and projects of the improvement of the environment; - Finance projects having local, regional, and state-level importance; - Provide export incentives; Provide employment incentives; “Factoring” as a financial mechanism – IDF (total 25 mil; 1 mil for export) New Export Strategy – Ministry of Economy Expertise offered by Slovenia  M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 30: External Relations
