Assessment based national dialogue (ABND) on Social Protection Floors in the Kyrgyz Republic Bolotbek Orokov, ILO Bishkek R-UNDG ECA ISSUE-BASED COALITION ON SOCIAL PROTECTION Istanbul, Turkey, 28 April 2017

Relevance of the ABND in the Kyrgyz Republic Programme for the development of social protection 2015-17: Requires a «standardization» of social protection Priorities need to be set based on a costing exercise Provides policy recommendations for the long-term strategies

ILO social security standards 8 up-to-date Conventions: Social Security (Minimum Standards) Convention, 1952 (No. 102); Equality of Treatment (Social Security) Convention, 1962 (No. 118); Employment Injury Benefits Convention, 1964 (No. 121); Old-Age, Invalidity and Survivors’ Benefits Convention, 1967 (No. 128); Medical Care Benefits Convention, 1969 (No. 130); Maintenance of Social Security Rights Convention, 1982 (No. 157); Employment Promotion and Protection against Unemployment Convention, 1988 (No. 168); Maternity Protection Convention, 2000 (No. 183). 3 key Recommendations: Income Security Recommendation, 1944 (No. 67); Medical Care Recommendation, 1944 (No. 69) Social Protection Floors Recommendation, 2012 (No.202)

Social protection floors are a set of basic guarantees Four basic guarantees:  All residents have access to essential health care, including maternity care All children enjoy basic income security, providing access to nutrition, education, care, and any other necessary goods and services  All persons in active age who cannot earn sufficient income, enjoy basic income security, particularly in cases of sickness, unemployment, maternity, disability  All older persons have basic income security 

The ABND Will support the definition of a realistic nationally defined social protection floor (that should be guaranteed to all) Will assess whether the SPF is achieved and, if not, propose recommendations to progressively achieve the SPF Will include a costing exercise, that will help prioritize among policy recommendations

These main questions lead to more specific questions 1. What is the social security situation? 2. How far are we from the achievement of the SPF? -> gaps, issues 3. What should be done to complete the SPF? 4. How much would it cost today and in the future? 5. Can the Government afford it? Do we need to increase the fiscal space? 6. How to ensure that the recommendations are endorsed and listened to? 7. How to advocate for the SPF as a whole or specific recommendations?

ABND’s proposed modus operandi in the Kyrgyz republic Round table Policy makers level Regular round tables are organized to validate the results of the technical working group, and provide policy recommendations. Technical WG Each party should assign a technical staff to participate in the whole process, and the work of the technical group

Recommended priority areas Health Improving quality of healthcare services Children Increasing the level of monthly benefit to low income families with children; Working age Improving maternity protection; Old age Increasing the pension level; Increasing the level of monthly benefit to low income families with children;
