I-15 North Corridor PHASE 4 PHASE 3 TBD SPEEDWAY BLVD PHASE 2 2016 CRAIG RD PHASE 1 COMPLETE The subject of this Value Engineering study is the I-15 North Phase 4 project. This project is one is a series of project initially developed as a part of the I-15 N Corridor study. The Ph1 project has been completed. This phase included improvements to the I-15 from the Spaghetti Bowl to Craig. The Phase 2 project is from Craig to Speedway and will widen I-15 to 3 lanes and add Aux. lane between the ramp. Phase 2 is being advertized for construction (?). The Phase 3 project will is from Speedway to Apex and will include improvements similar to Ph 2. The project we are her to discuss is the Phase 4 project, which is the construction of the I-15/CC215 system interchange. This project also includes conversion of the interim beltway facilities to freeway standards, a service interchange at I-15 and Tropical parkway and CC215 access from the local roadway system. The details of these improvement will be discussed in detail later in the presentation.

Planning Area North East Las Vegas Valley FF APEX INDUSTRIAL PARK The I-15/CC215 Interchange is located in the City of North Las Vegas, in the north west corner of the Las Vegas Valley. It is surrounded by a wide variety of land uses and proposed developments which include: Nellis AFB Nevada Nat. Guard, Proposed Park Highlands and other residential developments to the west along the CC215 UNLV north Campus CNLV Industrial Developments to the east of I-15 and in the Apex industrial park to the north. The “FF” denotes the location of the recently approved Faraday Futures site.

Planning Area Project Vicinity National Guard Here is a view of the lane use plan for the immediate area around the project. Mostly industrial to the east and west of the project with some commercial. Not show here is the phase 2 and 3 expansions of the Nevada national Guard Readiness center. Also show are future roadways by CNLV, Tropical Parkway and Centennial Parkway. CP is a principal arterial that crossed the entire Las Vegas valley in the east west direction.

CC215 - Bruce Woodbury Beltway Northern Beltway - 2020 CC215 Bruce Woodbury Beltway 1st Segment Opened 1996 Initial Expressway Facility – Traffic Signals Full Freeway Facility Northern Beltway programmed for completion in 2020. Project Location The Beltway is a Clark County project that has see continuous improvement for the past 20 years. 1996 first segment. Initial beltway facilities improved over the year to freeway status. Much of the beltway is complete. The rainbow to decatur segment is now under construction. The Ann Road segment is in design and will soon be in construction. The final segment, the Northern Beltway is shown on the RTP as being funded for construction in 2020. With the completion of the system interchange beltway improvements will be complete.

Project Goals and Objectives Provide Analysis to Identify… “Most Desirable Interchange Layout” Complete I-15/CC215 System Interchange Address Local Access: AADT Range Rd 6,400 Tropical Pkwy 13,200 Centennial Pkwy 13,900 The goal of the current phase of the I-15 North Phase 4 project is to: Identify the most desirable system interchange layout. Address local access issues to Range Road, Tropical Parkway and CP. This VE analysis is one of the last steps in the development of the “most desirable interchange layout” Thus far we have analyzed two system interchange options, considered local access requirements and have developed a preferred alternative abased on this analysis.

Project Issues Here is an issues map that was developed early on in the project. The issues include: Range Wash MPU and Fill material generated. Fill needed for grade separation of CC215 and ramps. Existing utilities on Range Road and Centennial Parkway. UPRR overcrossings Service interchanges at TP and CP Long term planning for HOV Project funding/ phasing.

Preferred Alternative 2-Level System Interchange with 50 mph Direct Connect Ramps Tropical Parkway Service Interchange CC215 Grade Separated over Centennial Parkway CC215 service Ramps Local Roadway Connections Compatible with Future HOV Construction Conceptual plans are available for the VE workshop. Construct Direct Connection Ramps. NW, SW, EN, ES Complete Tropical Parkway Service Interchange, new ramp connections to SB I-15, reconstruct existing NB connections. Remove existing signalized intersection at Range Road and CC215 and replaced with grade separated structure over Centennial Parkway. Construct service ramps to CC215 Minimize local roadway construction Compatible with future HOV.
