DISCRETIONARY GRANTS APPLICATIONS Due to AgriSETA’s limited funds and high demand for skills, there is always a limit in the funding of Learning Programmes. Skills Programmes - not exceed 25 learners and 24 credits. Learnerships – not exceed 15 learners per application. Commodity Organisations – not exceed R500 000.00 (Application required) Mentorship – not exceed R400 000.00 Application forms are available on the website during application period. NB: Click the Learning Programme (in blue) Proposals for Mentorship programmes should not exceed 10 pages. Emphasis should always be placed on Scarce & Critical skills and PIVOTAL. Due to high volume of applications / need to address Scarce & critical skills – emphasis shall be on higher NQF levels. From 2017 September, AgriSETA will introduce a simple on-line application process in order to minimise hand / courier / post submissions.

APPROVAL LETTERS & CONTRACTS Contracts should be returned to AgriSETA within a month of receipt. Funds shall be forfeited (Reallocated) if contracts are NOT returned to AgriSETA within a month or as stipulated in the contract and approval letters. Training can ONLY commence once the contract is signed by both parties and according to Training Plan. Funds are regarded as contracted once the contract is signed. At least 95% of Discretionary funds should have valid contracts. If you realise that training for whatever reason is going to go beyond contract period, a request for an addendum should be made within three (3) months prior to the expiry of the contract. Funds are lost to NSF if stakeholders does NOT have a valid contract or addendum. (Levy Payers)

CLAIMS & INVOICES It is always difficult to pay an invoice within 30 days because of: Lack of valid Tax Clearance Certificate. Lack of supporting documents, e.g. attendance register. Invoice duplicates. Change of banking details. Proof of stipend payment, etc. Payment of invoices is done every Friday. Regular submission of claims is essential (Levy Payers).

IMPLEMENTATION OF LEARNERSHIP & SP As per Learnership Regulation: 18.2 Learners should have a contract of employment for the duration of the Learnership (Page 8) Training may not commence if the Learnership is not registered with the SETA (Page 9) 1 Credit = 10 Notional Hours (Average of a day’s training) i.e. 120 Credits = 1200 Notional Hours If – 8 Hours per day Then = 150 Days If 20 Days in a Month = 7.5 Months (8 months to Train, address Gaps, take corrective measures and Moderate) 4th Tranche Payment – POE (ETQA will elaborate) Learner replacement period - 25 days (AgriSETA rule) PS: Practical work should be proven by practical work attendance/log sheet

RURAL DEVELOPMENT AgriSETA – Focus broadly on Rural Development, Co-ops and Youth development as outlined in NSDS 111. Formation of partnership with Government Departments. Four Provinces – Mpumalanga (Ehlanzeni TVET), KZN (Umgungundlovu TVET), Eastern Cape (Tsolo Agric. College) and Limpopo (Department of Agriculture) have Provincial Coordinators.

ARTISAN DEVELOPMENT - LEGISLATIVE National Standardized Grants remained R150 000.00 for the 17/18 financial year. Requirements for the disbursement of grants changed and is available in the 2017/18 Grant Guidelines. National Trade Test Regulations The New Trade Test Regulations are now fully implemented through all sectors All accreditation for Occupational Qualification are directly facilitated through QCTO The National RPL Policy was published for public comment and awaiting finalization by NAMB. TWO Working Committees established at NAMB to deal with: Accreditation of Trade Test Centres Workplace Approvals

NEW SKILLS PROGRAMME The Skills Programmes (FLP) implemented in the 2016/17 financial year remains credit bearing courses. The two programmes are registered with MerSETA with the following detail: Programme 1: Machine and Equipment Maintainer MerSETA Registration SS0024/15- 17, 81 Credits Programme 2: Routine Machine Maintainer, MerSETA Registration SP0956/15-17, 67 Credits The Grant funding application window is aligned with the other AgriSETA Skills Programmes.

CHALLENGES Non and short payment of allowances by Service Providers. Invoices no been paid within 30 days. Poor practical exposure by certain Service Providers to learners. Non adherence to terms and conditions of the application forms. Non return of contracts by employers. Disregard of Scarce and Critical skills implementation by employers as per Sector Skills Plan (SSP) (2011 – 2016)as extended to 2020/21.
