SASC’s Profile… Established through the SA Sports Commission Act 109 of 1998. SUMMARY OF MANDATE: To advise the Minister regarding Sport and Recreation matters; Assist in the promotion and development of sports education, of a code of ethics and of coaching in sport; Foster co-operation in Sport and Recreation between the Republic of South Africa and other countries through the provision of access to resources, services and facilities related to Sport and Recreation; Ensure that athletes of the Republic of South Africa participate in and are provided with all possible opportunities to prepare for all international multi-sports events; Promote and foster development in Sport and Recreation in rural areas;

SASC’s Profile… The SASC investigates and determines the need of supporting any person, organization or institution involved in sport; The SASC must perform such other functions as may be assigned to it in terms of any other Act; The SASC, generally, does everything which is necessary to achieve its objects, save for limited resources; The SASC follows normal public entities policies and procedures in all its operations; The SASC reports on a fully consolidated basis, with its Annual Report freely available to the public.

SASC’s Impact… In the past year, we have: HIGH PERFORMANCE In the past year, we have: Developed a Medical Team Selection Policy This was used to select Medical Teams for : The All Africa Games in Abuja The Olympic & Paralympic Games Zone V1 Games The SASC entered into contractual agreements with 14 accredited testing centres to provide scientific and medical support to 746 High Performance Athletes.

SASC’s Impact… TEAM DELIVERY All Africa Games 2003 – ABUJA - NIGERIA> 446 Team Members. Fifty two nations competed and SA came third after Egypt & Nigeria. South Africa won 174 Medals 63 Gold 59 Silver 52 Bronze Zone V1 Games 2004 – MAPUTO > 200 Team Members South Africa came out as the Champions of the Zone V1/SADC Games, followed by Zimbabwe and Namibia. The SA medal count is: 28 Gold Medals 22 Silver Medals 16 Bronze Medals

SASC’s Impact… In the past year, we have: EDUCATION & TRAINING In the past year, we have: Successfully trained: 945 Sports Leaders and Administrators in all Provinces; 298 Sport Managers in Basic Team Management 25 Sport Managers in Advanced Team Management 202 Volunteers in Advanced Facility Management 120 Facilitators in Facilitation for Sport & Recreation 400 Volunteers in Event Management for SA Games Developed a training module on “Financial Management for National Federations” which will be piloted later this year. Submitted 4 (Four) Skills Programmes to the THETA for accreditation, quality assurance and approval.

SASC’s Impact… MASS PARTICIPATION In the past year, we had these successful interventions: Aerobics in Gauteng, North West and Northern Cape; Youth at Risk Programme adopted by North West Province and piloted in KwaZulu Natal; Gymnaestrada – SA represented by a Team of 157 Participants in Portugal World Gymnaestrada Festival; Junior Dipapadi was presented in conjunction with the Sedibeng Municipality; Indigenous Games Festival was held in Limpopo and SA is attending the World Festival in Montreal during July; Equity Programme was work-shopped and a National Forum for Women and Sport was finalized.

SASC’s Impact… PROVINCIAL ACADEMIES OF SPORT In the past year, we had these successful interventions: Successfully launched the PAS Project in all Provinces; All Academy Boards are in place; Two Provinces have established satellites/regional academies, Viz: EC, NW. The programmes has provided this support: Sport Sciences and Medical support Life Skills Programmes Coaching Programmes Training Camps Education and Training

SASC’s Impact… CLIENT SERVICES In the past year, we had these successful interventions: Addressed several issues relating to : Constitutions Unity Bidding & Hosting Structural Issues Governance Issues Memberships Affiliation Development Plans & Transformation Mediation and Dispute Resolution Funding

SASC’s Impact… SA Games 2004 SPECIAL PROJECTS The success of these Games is attributed to the following parties: The SA Sports Commission Our Sports Ministry EC DSR Buffalo City Municipality The 13 National and Provincial Fedz The 9 Prov Departments of Sports, Arts and Culture National Lotteries Board Daimler Chrysler SA Standard Bank The Medal count was: 195 Gold Medals were won 188 Silver Medals were won 190 Bronze Medals were won

SASC’s Impact… Bidding & Hosting Sport Museum SPECIAL PROJECTS B & H Manuals,Protocols and Procedures Documents and Disks have been Produced. They are available on request by means of: On the SASC Website CD-Rom: Sport Museum The Managing Agents are the Africa Hall of Fame (AHOF) SASC investigating sources of funding through benchmarking with other Sports Museums in the world.

SASC’s Impact… Sports and Sports Services Marketing Our Stakeholders MARKETING, INFORMATION & RESEARCH Sports and Sports Services Marketing The SASC continues to apply marketing systems and methods that orientate about our sports: Our Stakeholders General Public The Africa Region and International audiences We continue to use advertising and the plan is to harness our efforts in this area and synchronize our activities with our Ministry. The SASC Information Database is functional, we aim to improve it to a higher level to provide quality information and sports news for trade journals and other online websites. The SASC Research reports are also available on request. This is another area that will be improved to include comparative studies and more international best practices for our country. Further, we are planning an Athlete Tracking System.

Prospects/Plans: Compilation of a National Sports Plan. Instilling stronger sense of commitment and ownership in all sporting partners; Giving further support to partners to refine or reformulate their development programmes in order to fit with the government priorities; Forge alliances with more specialized and credible institutions for enhancement of competence, capacity and professionalism; Identify and reiterate the role of partners and recognize their strengths for strengthened partnership; Introduce a Sports Specific Monitoring & Evaluation Plan for the Country.

The SASC is fitting in sometimes there is no proper consultation between Ministry and SASC on the Budget Votes.

Slow pace of synchronization of functions. Challenges… Ensuring that the process of planning is informed by the Stake-holder’s needs. Need to intensify financing activities as up until now it’s a matter of survival, avoiding embarrassment and reliance on LOTTO Funding. Slow pace of synchronization of functions.
