Our Agenda Meet the Clemson Tigers Parking Challenges Technology Integration and Enhancements Aligning with Sustainability Data, Dashboards & Decisions 3

Welcome To Clemson A “top 20 public university” 26,000 faculty/staff/students 24,000 permits 12,500 spaces 33 non-gated surface lots $5+ million revenue FY15

We Challenged Ourselves To: Maximize our limited parking supply Better define where visitors can park Make open parking spaces easy to find Improve parking and transportation operations Enhance the transportation experience & access Distribute parking costs equitably among users Enhance sustainability

The Solution Create options through technology integration

PAID PERMIT HOLDER DISPLACED Visitor Pass, Employee Space Get parking permit Park in employee space YOU ARE SAFE BUT PAID PERMIT HOLDER DISPLACED

INVENTORY MANAGEMENT

Challenges & Benefits Missing & conflicting information Information obtained via GPS enabled device Detailed space map was created via the GPS device Track daily work for inventory validation

Space Level Detail Before After

Customizable Maps

Historical Inventory Records Changes are tracked via a work order or using GPS device Work orders are entered into a database Database shows most frequently changed space types

Results Count accuracy Space level detail Manage various asset types Update in the field Digital record of changes Dynamically allocate spaces

PARKING MANAGEMENT

Parking Management Software Full backend for permit, citation, and appeals management Performs citation and permit analysis Allows for all parking data related comparison and analysis Allows for integration with other technologies

Data and Customizable Dashboards

Data Visualization

License Plate Recognition (LPR) Initially implemented for Scofflaw enforcement Now installed on four parking enforcement vehicles Focus is on employee and student permit enforcement Creates a multiplier effect More efficient deployment of resources Reduces need to hire additional staff as we expand

Data & Dashboard

Results Working toward permit-less parking system Reduce costs for permits Ability to do overtime enforcement Data analysis and performance tracking

Multi-Space Parking Meters Solar-powered pay-by-space application Dual-use by visitors and permit holders Eliminates multiple ways visitors can receive citations Multiple forms of payment Meter Accepts: Quarters, $1 bills Credit/Debit cards TigerOne Card (Clemson’s declining balance card) Pay-By-Cell (coming soon) Departmental validation codes (coming soon)

Data & Dashboards 48 hours/month (1,632 collections) 7 hours/month Monthly savings $3,500 Annual savings $42,000 vs. Total Credit Coin Bills

Data & Dashboards

Meter Revenue Over Time

Parking Space Sensors Sensors installed in metered spaces around campus Sensors detect space occupancy Information is transmitted to a back-end system Back-end system transmits data to phone app

Metered Parking Space: Real-Time Availability 21 metered locations 380+ spaces

Data & Dashboards

Utilization & Demand-Based Pricing

Parking Lot Loops Loops have been installed at entrances of 10 student commuter lots Loops count cars in and cars out Back-end system transmits data to phone app which shows real-time availability of spaces

Real-Time Availability Parking Lot Loops: Real-Time Availability 10 student commuter lots More than 4,200 spaces Clemson IT student advisory board contributed $90,000 toward the expansion of the project

TRANSPORTATION

GPS Bus Tracking Implemented on Campus Tiger Transit Green Route, Research Park, Employee and Orientation Shuttles and Student Safe Rides Shuttles 10pm-2am in downtown Clemson Students have requested tracking for years Back-end system shows bus ridership and on time performance of the system Students can track estimated arrival time and location of the bus via Smartphone

SUSTAINABILITY

Charging Stations First university in South Carolina to offer charging stations on campus Special EV program to allow for charging on campus First wireless charging station in a university setting 12+ cars charge daily

Data and Dashboards

LED Lighting $330 savings over one year in Sirrine Lot Synergy with Facilities and Housing & Dining

LED Lighting 4 parking lots are outfitted with the wiSCAPE LED Lighting Control System Improves security and safety Allows for varying intensity by time of year Staff are alerted via text if maintenance is required Reduction of emissions Utility cost savings of 40% per year

Data & Dashboards

Solar Trash Compactors Big Belly Solar Trash Compactors allow for a clean way to collect trash Capacity for recycling as well as waste Back-end system sends text or e-mail alerts when pick up is needed Results in reduced litter pick up costs
