Flemish government authorities: 27,547 employees (2014, scope integrity) 13 policy domains (to be reduced to 11) 72 entities 158 locations Belgium + 73 abroad (49 countries)
Integrity: broad concept, broad approach proper use of means + proper behaviour towards people -> integrity + well-being at work, diversity, equal opportunities, social services, internal audit… Founded on 3 pillars: Prevention Detection/Control Reaction/Sanction -> balance in 3 pillars Multidisciplinary approach Diversity Ombuds service HR Rules & Regulations
(virtual) integrity office (since 15 March 2012) Main goals: integrity – 3 pillars: prevention, detection, reaction /sanction Standard activities (core activities): Policy advice Developing integrity tools Measuring and evaluation of policy results Centre of integrity expertise Communications Gathering central integrity key players : Internal audit Well-being Social services Diversity & equal opportunities Training & support (made to measure)
Central point of contact: report wrong doings integrity & well-being Spreekbuis: for all members of staff Facts & Figures 2014: 274 contacts (183 email + 91 telephone) 87 cases, 3 main categories: Well-being at work: 84.6% (top 3: bullying, conflicts, performance appraisals) integrity: 12.8 % (improper use of means: 7.7%, improper behaviour towards people: 5,1%) issues private life: 2.6% 1700: for general public (2014: 175 questions and reports related to integrity and well-being, of which 15 on situations integrity Flemish government authorities) Parallel workflow from report to case management
Integrity network At least 1 integrity contact person in each entity (today 133 members) Interaction: policy entire organisation and implementation and integrity practice in entities Bringing multidisciplinary group of entity key players together Integrity event 10th April 2014 (210 attendants), two network gatherings a year

Since 2014: internal audit performs audits in more than 800 local governments (308 cities & municipalities, 308 public social welfare centres, 200 independent organisations and 5 provinces Flanders) -> local governments seek advice integrity policy & action plans 2014: renewal whistleblower protection decree Uniform registration cases (online application) (under construction) Integrity Risk analysis (incl. financial process) Decree good governance (independent board members) Code of conduct MP’s, cabinet staff (and members of government) Public procurement Advice on sponsorship (in keeping with rules government communications)
