MID-TERM CONSULTATION INDONESIA WORK PLAN
RCG Work Plan – Indonesia 2017 Road Map Ensure engagement of regional / international partners in the development of Indonesia’s National Disaster Response Framework (NDRF); Government-led coordination: development of SOP for the Multi-Agency Coordination Centre (MAC) and adaptation of ICS including CMCoord; Indonesia, ASEAN and resident humanitarian agencies to pilot the RAPID approach under the leadership of BNPB; Work closely with ASEAN on the operationalization of 1A1R and AJDRP including through engagement in relevant simulation exercises; Support BNPB-led WG on civil-military coordination.
1. Indonesia’s National Disaster Response Framework (NDRF) National Disaster Response Framework (NDRF) is developed from June 2016 to December 2017. Draft Framework available in June; review in August by BNPB, the NDRF Steering Group and multi-stakeholders. The framework will include arrangements of domestic and foreign civil-military works. It will be regulated in 2018 at the level of Presidential Regulation The working group thus far has produced NDRF Best Practices from several countries and the Roles & Responsibilities Report.
2. Development of SOP for the Multi-Agency Coordination Centre (MAC) Related to the Indonesia NDRF development Draft Framework; MAC led by Deputy Emergency Response of BNPB, while the Multinational Coordination Center (MNCC) will be chaired by the two-star general of TNI, would be activated at national level; International humanitarian actors will be coordinated through AHA Centre, which is assisted by OSOCC; Need to develop standard operating procedure of MAC.
3. RAPID approach under the leadership of BNPB RAPID introduced through a workshop conducted on 13-14 March 2017; Contingency Planning scenario is being developed in alignment with GoI process of its simulation exercise; Needs Analysis: engaging people in affected area to define the key immediate needs; CP expected to be finalized in October.
4. Operationalization of 1A1R and AJDRP Alignment of RAPID approach/Contingency Plans/ AJDRP program Involvement of AHA Centre.
5. Support BNPB-led WG on CMCoordination MOU between BNPB and MOD – TNI HQ is renewed for 2016-2020; Military involvements include in training, exercise (for example ARF 2011, Mentawai Megathrust DIREX 2013-2014, Ambon Direx 2016), mobilization of resources for forest fire, floods in Bima 2016, and landslides. TNI and MOD are engaged for the 2018 ARDEX.
