Health Reform: Impact After Four Years

Health Reform: Impact After Four Years Reduced rates of uninsured Marylanders Maryland’s uninsured rate is now about 6%, half of what it was for many years prior to 2010, when it remained around 14%. Maryland was 3rd best in the nation in percentage of new enrollees at 40% (new) of the total number of enrollees. In 2017, Maryland was 5th best in the nation for young adult enrollments (ages 18-34), up from 9th in 2016. In fact, 30% of all enrollees in the state were young adults.

High enrollment among key populations Health Reform: Impact after Four Years High enrollment among key populations Sizable gains have been made for populations that lacked coverage at disproportionately high rates including young adults, African Americans and Hispanic households. African American and Hispanic 2017 enrollments were 18% and 12% respectively of total enrollments. Biggest improvement in the insured households since 2010 has come in rural counties on the Eastern Shore and Western Maryland as well as Baltimore city, with gains of 7 or 8% more insured in those areas.  

Impact of Medicaid Expansion Medicaid expansion in Maryland 1.1 million Marylanders are now insured through Maryland Health Connection, including most of the state’s Medicaid enrollments. That’s about 1 of every 6 Marylanders covered. Over 500,000 individuals were able to get coverage under Medicaid expansion, as of June 2017.

It’s for all Marylanders who need health insurance Maryland Health Connection is our state’s official health insurance marketplace where you can shop, compare and enroll in quality health and dental insurance that fits your needs and your budget. It’s the only place to get financial help with coverage costs, for those who qualify. In fact, 9 out of 10 Marylanders who enrolled through Maryland Health Connection last year received financial help.

Health Coverage Options Through Maryland Health Connection, you can enroll in… Free or low cost coverage through Medicaid or the Maryland Children’s Health Program (MCHP), with year-round enrollment. OR A range of affordable health coverage options from well known, private health insurance providers including... CareFirst Kaiser Permanente

Coverage Options Health & dental coverage for Marylanders Maryland Health Connection also offers “stand-alone” dental plans, meaning you can buy a dental plan even if you don’t get a health plan. All health plans are required to offer pediatric dental, so your children are covered.

Coverage Benefits Essential Health Benefits All qualified health plans offered through Maryland Health Connection provide the same set of “essential health benefits,” which include: Preventive Care Maternity & Newborn Care Emergency Care Pediatric Care Hospitalization Mental Health Care Prescription Drugs Substance Use Disorder Treatment Doctor Visits Laboratory Tests

Financial Help is Available Many Marylanders qualify 9 out of 10 Marylanders who enrolled last year received financial help. A single person earning up to $47,080 a year and a family of four earning up to $97,000 a year may qualify for financial help.

Shop For Coverage Carrier Update Plans & prices change every year… Shop now at MarylandHealthConnection.gov or download the mobile app to view plans and prices. Marylanders who are eligible for tax credits will be cushioned against insurance rate increases. In some rural areas, people will pay much less than last year. Open Enrollment starts Nov. 1 – Dec. 15. All plans start on Jan. 1, 2018. Medicaid enrollment is year-round.
