APEC Collaborative IV Adoption of RE Standards in APEC Economies Song Yanqin Center for Renewable Energy Development March 6, 2002 Hwawii

Establishing Standards Working Group The standards working group is to be organized with China taking the lead, and engaging the US, Canada, Australia, New Zealand, Japan, and other economies where there are existing RE standards In China three institutions will be involved in the activity: Chinese RE Industries Association, Chinese Association of Standardization, and Center for Renewable Energy Development

Assessment of Existing RE Standards Assessment on the standards Standards inside and outside APEC economies will be assessed. (e.g. ISO, EU standards, American standards) Assessment on application of the current standards How the existing standards were adopted by APEC economies, and what problems they encountered.

Workshop on Needs Workshop on needs for RE standards Attendees: Experts from all APEC economies Tasks: going through the assessment report, discussing the basic needs, and reaching an agreement

Circulation of the First Draft Based on the basic needs, the expert group will write a draft version of RE standards Circulation of the draft version among all the APEC economies Ensure all stakeholders are engaged, including related government officials, NGOs, industries, industry associations, and women, etc.

Workshop on the Modified Version Workshop on the modified version of RE standards A modified version will be worked out based on the comments and suggestions from the APEC economies on the first draft Workshop will be organized for the modified version with representatives from all APEC economies

Submission of the Final Version The final version will be worked out by incorporating the comments and suggestions from the workshop The final version will be submitted to the EGNRET by the end of 2003

Follow-up Steps Dissemination of the final report Testing and Certification Standards mean nothing if there is no procedure for testing and certification Testing center will be the follow-up activity for future collaboration

Current Preparation Status General information collection of existing RE standards Wind and solar water heaters (brief) Solar PV and biomass (ongoing) Others (will begin) Request for proposal under preparation
