Engaging Energy Consumers Energy Action, Fuel Poverty & Climate Action Conference - March 2017 Aoife MacEvilly Commissioner for Energy Regulation Regulating Water, Energy and Energy Safety in the Public Interest

CER Strategic Goals To ensure that: energy and gas are safely supplied, the lights stay on, the gas continues to flow, reliable supply of clean water and efficient treatment of wastewater, the prices charged are fair and reasonable regulation is best international practice. Protect consumers - Ensure regulatory stability, predictability and investment certainty

Ireland’s Transition to a Low Carbon Energy Future Subjective selection of words from White Paper 2030/50 requires us to think very differently; its not just about renewables and energy efficiency Policy-makers need to consider heating and transport, agriculture and land use Questions for CER are: How can energy markets and networks facilitate this? What do we need to do differently?

Transforming Energy Markets Design markets to deliver decarbonisation at least cost Smart meters link wholesale and retail markets, incentivise consumer behaviour New technology to solve problems for consumers I-SEM and DS3 Energy Capacity System Services

EU Clean Energy Package “New deal for consumers”

Is Competition Working for Consumers? CER Retail Market Review Feb 2017 “Many benefits, particularly for active customers” BUT Consumers not on best tariffs Most Have never switched or considered switching Over 50% Understanding of the market or offers available Low

Better Simpler Information Consumer Focussed Choice Smart Home We can do better! Better Simpler Information Consumer Focussed Choice Smart Home Technology

National Smart Metering Programme High Level Design

National Smart Metering Programme Reduce energy usage & bills Reduce emissions Encourage Energy Efficiency Better switching process Better supplier offers Accurate Bills Up-to-date information Enhance Competition & Customer Experience

National Smart Metering Programme Reduce peak demand Time of Use or dynamic tariffs Smart home technology Peak Load Management Help meet our 40% targets Be a Prosumer! Support Renewable Electricity Eliminate meter reads No more estimated bills! Better fault monitoring Improve Network Services

Consumer Policy – Data Protection ‘Privacy by Design’ Privacy Impact Assessment Engagement with Data Protection Commissioner Information Security: ‘Security by Design’ E2E Risk Assessment smart metering solution with Risk Treatment Plan Ongoing engagement with newly established National Cyber Security Centre

Consumer Policy - Time of Use Tariffs No ‘big bang’ approach - customer choice Strengthening tariff choice and competition More flexible than current Day/Night rate meters Consumers can use electricity at cheaper times Complements integration of renewables, EVs, etc. Sustainable cost reductions across the electricity system Eventually, ToU tariffs will become the norm in the market

National Smart Metering Project Phase 1: Trials & CBA Phase 2: High Level Design Phase 3: Detailed Design & Procurement Phase 4: Build & Test Phase 5: Deployment
