What are the Official Announcements? The Official Announcements (in Est. Ametlikud Teadaanded) is an official publication that is made available only electronically. Announcements are published for two purposes: to inform the public and interested persons; to deliver information to a person if it cannot be done in any other way.

What is published in the Official Announcements? In events provided by legislation, announcements are published upon performance of public functions by way of exception, by private persons for the purpose of protecting the interests or rights of other persons

Who publish announcements? In the Official Announcements, announcements are published by: governmental authorities; courts; the Prosecutor’s Office; the Bar Association; the central bank of Estonia; notaries; enforcement officers; bankruptcy trustees; local authorities; schools; legal persons in private law.

Sending information to the addressee Automatic notices to the registered e-mail addresses (above all, @eesti.ee ones) of the persons indicated in the announcement. It is possible to introduce the sending of a text message to a mobile phone. Sending information to the addressee In the case of publicly delivered announcements the recipient can confirm the receipt of the notice if they have entered the information system in the authorised manner. Automatic and authorised access to notices related to oneself.
Using a @eesti.ee address Every person who has an Estonian personal ID code and every registered legal person has their own e-mail address: firstname.surname@eesti.ee, also personalIDcode@eesti.ee; legal persons have registrycode@eesti.ee. By diverting the @eesti.ee address, a person consents to the electronic delivery of documents to them. A document is considered as delivered once the recipient enters the online environment specified in the message in an authorised manner using their ID card and opens the document.

Availability of information – public data The information system corresponds to the 4* format. Unique URIs are used for identifying announcements. Based on the URI of an announcement it is possible to open publicly available announcements that have not been published for the purpose of delivery to a recipient who is a natural person or the publication of which has not been terminated. Data is available in XML format and XML files also have a semantic description (RDF).

Persons holding the right of representation can grant and revoke the publishing rights of the employees of their organisation. Statistics Approximately 250 different types of announcements, which include 300 pre-filled announcement forms in XML format. Every day, on average approx. 500 announcements are published. Over 2000 data providers publish announcements. Announcements are submitted for publishing via eight information systems and data is requested from seven additional databases. In 2015, the user satisfaction rate was 94%. The users were mainly pleased with the simplicity, quick responsiveness and ease of use of the new information system.
