RADIATION PROTECTION ADMINISTRATIVE ENFORCEMENT UNLICENSED SITES (Personal and/or Environmental authorisations only) (  Occupational exposure ) AUTHORISATIONS from the Regulator : - to obtain sealed/unsealed sources or any piece of equipment containing such sources, - to use any kind of X-Ray machines, accelerators, PET scans, gamma cameras, etc. * The Regulator assess the user’s terms of reference and qualifications before agreeing. * Authorisations contain attached conditions dealing with source management rules. RADIATION PROTECTION ADMINISTRATIVE ENFORCEMENT * A trained person, who has gained a specific qualification (renewed every 5 years) delivered by an accredited organisation, needs to be appointed within the concerned company. This person has to perform periodic testing, to carry out work dose analyses, to optimise ALARA, to inform and train the workers, etc. * Mandatory yearly inspection to be carried out by an independent accredited body. * For industrial radiography a personal and specific Licence has to be obtained and renewed every 9 years. An exam has to be passed in front of administration representatives. UPPSALA, Sweden - 22-24 Sept. 2004

RADIATION PROTECTION ADMINISTRATIVE ENFORCEMENT Regional awareness campaign to enhance radiation protection optimisation via : - Meetings with Unions concerned by radiation protection, - Meetings and workshop with medical associations (dentists, nuclear medicine service heads...) - Training for labour inspectors, for environment inspectors, for labour medical doctors… - Joint inspections organised with these inspectors, - Joint inspections organised with accredited radiation protection contractors, - Written down objectives between hospitals and regional health authorities and Health Insurance, - Agreements with certain hospital to collaborate and improve patient dosimetry optimisation so that we can better understand and compare sites one to another. - Mailing to certain type of users to remind the rules and ask for documents such as : RPS certificates, latest accredited contractor inspection report, etc. UPPSALA, Sweden - 22-24 Sept. 2004

RADIATION PROTECTION ADMINISTRATIVE ENFORCEMENT NUCLEAR LICENSED SITES (Decree endorsed by the parliament) * Decree + Station Safety Report + General Operating Rules (including Tech.specs) and : * Licensees’ rules dealing with occupational exposure, * Outage projected dose estimates for several elementary tasks sent to the regulator, * Discrepancies about estimates & analyses sent to the regulator, * Experimental RP notification criteria put in place so that Licensees increase their vigilance about these criteria… UPPSALA, Sweden - 22-24 Sept. 2004

RADIATION PROTECTION ENFORCEMENT via INSPECTIONS NUCLEAR LICENSED SITES (150 inspections/year dealing with RP) 1/ PWR “HOUSEKEEPING”/ Foreign Material Exclusion (FME)… (Cloakrooms, adequate work, depression, entrance/exit, behaviour, training…) 2/ PWR RADIATION PROTECTION On the ground & at management level (pathways, ALARA desks, proper means, RCA limits and signs, organisation, Time/Shield/Distance, reduce source term, get rid of hot spots…) 3/ TO PROD LICENSEES TO OPTIMISE AND REDUCE DOSES (Projected Dose Estimates and methodology, investment to cut back doses, ALARA committee, competence, indicators, other’s feedback experience, Licensee/contractors, shift hand-over, ground surveillance, elementary tasks…) UPPSALA, Sweden - 22-24 Sept. 2004

SOME RESULTS LICENSED SITES : UNLICENSED SITES : (short experience) - Outside controlled area @ EDF : 14 hot spots > 1 MBq in 1999  1 hot spot only in 2003 ; - Contaminated cases a year 500 p. > 800 Bq and 15 p. > 10 000 Bq over 58 PWRs ; - Recent recruitment campaign performed by EDF to enhance radiation protection optimisation and surveillance ; - More awareness on sites. UNLICENSED SITES : (short experience) - Short time prospect ? Recruitment of inspectors within accredited companies, reorganisation within many companies concerned by radiation protection ; - Long time prospect ? To be continued...
