Presented by YOUSSOU LO PROJECT NATIONAL COORDINATOR COMMUNITY BASED INVESTMENTS WITHIN THE CONTEXT OF “THE SENEGAL SUSTAINABLE AND PARTICIPATORY ENERGY MANAGEMENT PROJECT” Presented by YOUSSOU LO PROJECT NATIONAL COORDINATOR THIRD GEF ASSEMBLY 2006 CAPE TOWN

DEVELOPMENT OBJECTIVES The development objectives of “Senegal Sustainable and Participatory Energy Management project” were to meet an important part of the rapidly growing urban demand for household fuels without the further loss of forest cover and the ecosystem carbon sequestration potential and biodiversity and to generate employment and revenues for participating rural communities Project Components Preparatory and support activities Sustainable woodfuels supply management Demand management and inter-fuel substitution options

Component 1: Preparatory and support activities Vegetation assessment of the Tambacounda and Kolda region/ 1.28 Million Ha of forest Design of monitoring and evaluation system (GIS/Database) Pasture Land assessment: 840 000 Ha covered. Forest inventory Pastoral inventory

Component 1: Preparatory and support activities Series of participatory rural appraisals in the project zone Preparation of detailed implementation plan for the annual participatory FM modules Communication strategy to support participation P R A in village

Component 2: Sustainable woodfuels supply management Sustainable community-run forest management system over an area of 300 000 Ha from which woodfuel would be produced Create a buffer zone around Niokolo Koba national park Charcoal production process Land use map End product Sustainable plot Fuelwood 8years rotation

Component 3: Demand management and inter-fuel substitution options Support for the reorganization and modernization of the urban charcoal trade Support promotion of LPG and kerosene as substitute household fuels Dissemination of improve stoves by private sector and NGO community Jambar stove Charcoal bag Prototype kerosene stoves

SOCIAL AND ENVIRONMENTAL IMPACTS OF THE PROJECT

Significant Global and Local benefits -NRM: 381000 ha -NRPM:229359 ha -C R and biodiversity: 120 000 ha -Progede contribution to CO2 sequestration: 59% -Contribution to CO2 Emission Reduction: 49% -Contribution to charcoal demand from sustainable production: 45% -Net Carbon gained : 0,19 t/ha -Net revenue for participating villages: USD 12,6 M /yr GLOBAL - CO2 flux value: 130 000 t/yr -State of capture: 1 248 600 t -Sequestrated carbon: 561 168 t ±2 057 618 t CO2 -Greenhouse gaz Emission Reduction rate: 110 %

KEYS TO SUCCESS/LESSONS LEARNED Traditional energy supply system can be sustainable Clear understanding of the project design and implementation requirements and commitment by both beneficiaries and field agents are essential to maintain project achievement and sustainability Localized sustainability is not sufficient, community forest management should be extended nationwide Diversification of the economic base in participatory villages and the strengthening of local institution and organizations are essential to sustainability and poverty alleviation Gender investments are real poverty alleviation

SOCIAL & PRODUCTIVE ASSETS Non farm products Vegetable garden Honey production Urban household commitment Gender mobilization THANK YOU
