Number 10 Promote Digital Signature legislation to support EES, ENA, and ECI Advocacy (b) Ensure Rules Structure in Ontario facilitates success for Enerconnect Transaction Deal Support

Advocacy/Risk Management Number 9 Successfully Litigate TXU/Reliant Energy/Northern Ohio restructuring cases before the Texas and Ohio PUC’s Advocacy/Risk Management

Number 8 Achieve passage of retail electric and /or gas restructuring legislation in at least two (2) states Advocacy

Number 7 Finish development of national Uniform Business Rules for retail gas and electricity markets and gain approval and adoption in three key states Advocacy

Number 6 Support all Enron generation development efforts including, PUC approvals, local siting, control area operations, transmission agreements, and environmental permitting (e.g. 2000/2001 peakers; Duke/New Smyrna; Tejon Ranch) Deal Support

Number 5 Support and obtain all necessary regulatory requirements/approvals related to Enron Communications’ build out of fiber optic cable and introduction of new products/services by ECI Risk Management/ Deal Support

Successfully manage all regulatory risk associated with Project Eureka Number 4 Successfully manage all regulatory risk associated with Project Eureka Risk Management

Number 3 Ensure that Pacific Gas & Electric’s generation-related stranded cost is “rolled off” no later than September 30, 2000 and generally protect and inform EES curves Risk Management
