Background Annex to draft Decision 4.4(2)/1 (RA II-16) – Guidelines for conducting regional activities in aeronautical meteorology during the financial period 2016–2019 Introduction Link to WMO Strategic Plan 2016-2019 Link to the ICAO GANP and ASBU Role of the Regional Associations Effective and efficient regional activities to support the aviation meteorology as a strategic priority – six focus area proposed Members will be aware that aviation meteorological services is one of the eight key priorities of WMO during this financial period, 2016 to 2019, as detailed in the Strategic Plan and Operating Plan. In addition, Members will recall that the ICAO Meteorology Divisional Meeting held conjointly with the fifteenth session of the CAeM in 2014 provided directives for the future of aeronautical meteorological service provision aligned with ICAO’s evolving Global Air Navigation Plan and its aviation system block upgrades (or ASBU) methodology. As a consequence, Doc 4.4(2) presents guidelines for the conducting of regional activities in aeronautical meteorology. //Next slide

Background Six elements of the guidelines: Enhanced SIGMET information provision through regional cooperation; Compliance with the requirements for QMS in the provision of aeronautical meteorological service; Compliance with competency and qualification requirements for aeronautical meteorological personnel; Planning for migration to the ICAO Meteorological Information Exchange Model (IWXXM) for the exchange of operational aeronautical meteorological information; GANP and ASBU awareness and related national and regional planning; Focused assistance to individual Members, or groups of Members, in strengthening their institutional arrangements and business models, including cost recovery mechanisms. The Annex to the draft Decision in Doc 4.4(2) addresses six implementation areas for effective and efficient regional activities in the aeronautical meteorological services domain. In summary, these six implementation areas are: 1) Enhanced SIGMET information through regional cooperation; 2) Compliance with quality management system (QMS) requirements; 3) Compliance with competency and qualification requirements; 4) Planning for the migration to digital meteorological information exchange; 5) Improved awareness the GANP and ASBU and the associated national and regional planning; and 6) Strengthening institutional arrangements and business models, including cost recovery //Next slide

Draft Decision 4.4(2)/1 (RA II-16) REGIONAL ACTIVITIES IN AERONAUTICAL METEOROLOGY References: Resolution 3 (Cg-17), Resolution 66 (Cg-17) , Decision 43 (EC-68) RA II agrees: That the activities in aeronautical meteorology of the RA II Members during the current WMO financial period should be focused on the six implementation areas RA II endorses: the Guidelines for conducting regional activities in aeronautical meteorology during the financial period 2016–2019 provided in the Annex The draft Decision in Doc 4.4(2) recalls the relevant outcomes of Cg-17 in 2015 and EC-68 in 2016. Using these as a basis, the draft Decision calls on RA II Members to focus on the six implementation areas and to endorse the guidelines as contained at the Annex to the draft Decision. //Next slide

Draft Decision 4.4(2)/1 (RA II-16) REGIONAL ACTIVITIES IN AERONAUTICAL METEOROLOGY Requests: RA II Management Group to utilize the Guidelines in including appropriate tasks on aeronautical meteorology in the regional operating plan ; President of the CAeM to ensure expert support to aeronautical meteorology regional activities Urges RA II Members: To provide regular updates on the status of their compliance with the ICAO and WMO requirements; To utilize cooperative mechanisms, such as twinning, mentoring and sharing of expertise, in order to support those Members in need to resolve existing deficiencies; To strengthen the national institutional arrangements and business models, including the cost recovery mechanisms, through enhanced cooperation with civil aviation authorities and other concerned aviation stakeholders. Furthermore, the draft Decision requests the RA II Management Group to use the guidelines in its regional operating plan considerations and for appropriate expertise to be available through CAeM to support capacity development efforts. And lastly, the draft Decision urges RA II Members to: 1) provide regular updates on their status of compliance with WMO and ICAO requirements; 2) utilize cooperative mechanisms to assist Members in resolving deficiencies; and 3) strengthen national institutional arrangements through enhanced cooperation with civil aviation authorities and other aviation stakeholders. When taken as a whole, it is believed that these efforts will greatly enhance the RA II Members’ abilities to address challenges and maximize opportunities in aeronautical meteorological service provision, today and into the future.
