ILFA Indicator Based Local Preventive work Results and lessons learned 7 September 2017 ASA EG Stockholm Presentation-coordinator for regional preventive work. One of my responsibilities is ILFA.
An ounce of prevention is worth a pound of cure -Benjamin Franklin When talking about projects on prevention such as ILFA, which question do you think is the most common? Yes, how much does it cost? This quote sums it up. I like it because it combines economy into preventive work.
ANDT –organization in Sweden Government Regions Munici- palities NGO’s
The LUMA project shows effect on Policies Policies on ANDT in schools, workplaces Action plans on several levels Follow-up plan Support from stakeholders, politicians Activities Parental program Information to parents Limit illegal sales of alcohol to youth (e.g campaigns) Drug-Free activities Enforce age limits for alcohol sales Education of staff
Indicator based ILFA Local ANDT-Prevention Work Vad är ILFA? Om ILFA –att vi jobbar i tre delar, med kommuner (varför just municipalities?), med hjälp av Länsstyrelsen, polis, landsting helst. Knowledge by assessments
ILFA-the details Long-term committment from the municipalities CAN has the role of the expert (consultant), but others participate: police, region, health care Purpose is long-term preventive work that is based on research and current data and has local ownership
ILFA Assessments on policy, drug-use and other risk and protective factors Recommendations based on the need assessments. Recommendations are given on both organization, structure and activities. Implementation and follow-up of the recommendations This is an overview, I will go deeper into
ILFA Need assesment Consumption CURRENT DATA Examples: Consumption Mortality and morbidity --number of patients treated and number of deaths Assaults Drink driving Data on licensing Policy – prevention data NEW DATA Examples: ILFA-questionnaire (community readiness survey) School surveys We also look at: Local policy documents Structure and organization Budget Data and statistics in alcohol- and drug use has been collected for a long time in several countries, however it has not been used in a practical or evident way.
Oganization/Methods/Arenas ILFA Recommendations General Specific Oganization/Methods/Arenas How to communicate this? Internally and externally
ILFA Implementation and follow up Guidance on implementation Who is doing what? Required changes? Follow ups First follow up is conducted by CAN Revision and adjustment of recommendations Create long-term methods The municipality needs to take the provided information and make it their own. Most important: to create long-term methods Talking about this is of course very nice and easy, but how does it work in IRL? To demonstrate that, Olof will tell you more about the practical side of ILFA. We have collaborated with his county Kalmar…next slide.
Received same support from CAN Two examples Torsås municipality (7 000 inhabitants) 2014 No structure No policies or actionplans No coordinator employed Budget for coordinator No politcial will Very high consumption for 15-16-years old and grown-up men High level on sick leave for women Parental program Nybro municipality (20 000 inhabitants) 2014 No structure No policies or actionplans No coordinator No budget No political will Quite high consumption both young and adults Alcohol related diseases increase Received same support from CAN 2017 Coordinator Budget for coordinator withdrawn Political will, but no strength Some public/political awareness 2017 Structure at all levels Coordinator and steering group with mandate Budget for prevention work Plenty of actions taken( e.g parental program, drug free activities, schoolprogram) Policies and actionplans adopted Political will and strength Strong public/political awareness
Lessons learned Strong and long-term committment from the municipality is needed (e.g. politicians, stakeholders, schools) Openness Appointed responsible management Preparedness to take care of results (even “bad” ones) Willingness to change Regional cooperation depending on structure
