Background In RAN#75, the following NR Rel-15 SIs were approved Non-orthogonal multiple access (RP-170829), to start in RAN1 in Aug., 2017 Unlicensed spectrum for NR (RP-170828), to start in RAN1 in Aug., 2017 Non-terrestrial network (RP-170717), to start in RAN1 in Aug., 2017 eV2X evaluation methodology (RP-170837), to start in RAN1 in Oct., 2017 NR self-evaluation (RP-170832), to start in RAN in Sept., 2017 Integrated access and backhaul (RP-170831), to start in RAN2 in Nov., 2017 In RAN#76, starting time in RAN WGs for the following NR SIs were postponed Non-orthogonal multiple access (RP-171499), to start in RAN1 in Oct. 2017 Unlicensed spectrum (RP-171496), to start in RAN1 in Oct. 2017 Non-terrestrial network (channel modeling) (RP-171488), to start in RAN1 in Oct. 2017 (Note that activity in RAN plenary started in June 2017) It is a common understanding that RAN1 should focus on NR WI in Q4 of 2017 to ensure on-time completion of Rel-15 L1 design for eMBB

Proposal The following Rel-15 Study Items will start in RAN WGs in Q1 2018. TUs lost in Q4 2017 will be compensated in NR Ad-hoc meeting and regular meetings in Q1 and Q2 2018 Non-orthogonal multiple access Unlicensed spectrum for NR Non-terrestrial network (channel modeling) eV2X evaluation methodology Integrated access and backhaul NR self evaluation
