Improvement initiatives - VicRoads Delegation agreement Heavy Vehicle Map Networks: reducing the need for councils to process and operators to submit individual permit applications gazetted and pre-approved roads, approved with conditions, restricted roads accessed via VicRoads website (mobile device compatible) 9 map networks launched with more planned New Notice – 4 & 5 axle crane and map network - no permit required for travel on approved roads OSOM Annual Permit Scheme – including map network (permit still required) Platform trailer and gooseneck policy - up to 12 axles per line System improvements – launching new web based permit application and payment process – rollout Apr 2015 Ongoing engagement and communication with council’s and industry associations on new initiatives Improved permit process reporting capabilities assisting to identify bottlenecks

Permit Conditions NHVR has re-initiated work with jurisdictions and local government associations to standardise permit conditions Work already completed by MAV with local government representatives MAV study is seen as a key input and may form the basis of future guidelines and recommendations for potential standardisation

What are the key features of the system? Journeys that do not deviate from approved roads, do not require a permit from VicRoads/ NHVR. The suite of maps provides functions for searching, printing and location bookmarks. Within the maps, drivers and operators can conveniently click on any route for further details including any road conditions that may apply. The maps adjust to various screen dimensions including smart phones and tablets, which is highly beneficial to drivers on the road. Maps can be printed from any device and layers can be turned on or off to show the road status and identify local government boundaries.

What are the benefits to industry and governments? Reducing regulatory burden for industry and government. Reduction in the number of permit applications. Assisting councils in their role as road managers under the HVNL. Example: Development of the 4 & 5 axle all terrain mobile crane network (Released with 700 roads in May 2014, now includes approximately 15,000 arterial and local roads).
