How is poverty meauserd in Italy EU- SILC (STATISTIC ON INCOME AND LIVING CONDITION) THE DATA ARE BOTH NATIONAL AND REGIONAL BY ISTAT (NATIONAL INSTITUTE OF STATISTIC)

Does this measurement capture the reality WHAT MEASURE? = ADEQUACY OF RESSOURCES OF 1 FAMILY WHAT IS ADEQUATE? = WHERE IT LIVING, WHO IS THE ANALISYS OBJECT, THE DIMENSION, ECT. THE DEBATE NOW: EFFECTIVENESS OF THE MEASUREMENT… THE DEBATE RUNS ON THIS QUESTION: HOW CAN THE RELATIVE POVERTY BEING THE SAME DURING THE LAST 10 YEARS?

SOME DATA RELATIVE POVERTY 2011 = 11.1% RELATIVE POVERTY 2001 = 11% EXTREME POVERTY 2011 = 5 - 7% THRESHOLD 2011 = 1.011,00 FAMILY 2 PERSONS ON DOMESTIC CONSUMPTION UE = < 60% NATIONAL MEDIAN INCOME

How is the national poverty target developed and implemented? EU 2020 Strategy, reduction of national poverty target – 2.2 million Italy (material deprivation or living in lower job family), were 14.742.000 (2010) = 12.9% respect to EU rate BUT… IS REALLY IMPLEMENTED?

Indicators in use in Italy by the government (by NRF 2012) Poverty risk (60% lower than median income) after the social transfer = 18,2% (I), 16,1% (EU) Severe material deprivation = 7% (I), 8,1% (EU) Lower job family = 10,2% (I), 10% (EU) 3 % of people living in lower job family = 10,2% (I), 10% (EU)

Data used in public debate How to reach this target will be reconsidered during the mid term Europe Strategy 2020  Before that, Italy will need to build a national data system to monitor and plan the social actions to cross social data bases, fiscal, and social security (source NRF 2012) Build a national strategy (politcs) and policy in cooperation with regional level

Is Eapn Italy involve in alternative approches? EACH MEMBER IS INVOLVED IN LOCAL SYSTEM DATA (SOCIAL, POVERTY, YOUTH, EMPLOYMENT, SOCIAL COHESION…) NOT AT NATIONAL LEVEL

How the poverty target indicators could be improved IT HAVE TO MAKE IT EASIER THE USE OF THE INDICATORS AT META-LEVEL TO SETTLE A SET OF SOCIAL MINIMUM STANDARD TO AVOID AND PREVENT THE RISK OF POVERTY INTEGRATION OF DATA FROM HEALTHCARE, SOCIAL SERVICES SYSTEM, EDUCATION, TRAINING… TO BUILD A COORDINATED STRATEGY AGAINST POVERTY, THERE ISN’T A NATIONAL ACTION PLAN AGAINST POVERTY REALLY
