SMTTX Exercise Purpose Conduct a Oil Pollution Response Exercise as part of the National Preparedness for Response Exercise Program (PREP) required under Oil Pollution Act of 1990 Standup a Unified Command organization and utilize the National Incident Management System (NIMS) Incident Command System (ICS) Federal, State, County, Local, and Industry Participants Exercise the entire response community per the Area Contingency Plan for Southeastern Massachusetts Test the ability of the response community to conduct a spill response Activate area resources and area response infrastructure Simulated activation of resources only

GenOn Canal Exercise Objectives Exercise core components of GenOn Canal’s Facility Response Plan per PREP requirements Complete required notifications (Federal, State, and Local) Protect Safety of all personnel Initiate actions to control the source of the spill and minimize effects to environment Establish a Unified Command Contain and recover spilled product Identify Trajectory – analysis and projections Helicopter over flights; and spotter aircraft Request Army Core of Engineers to close Canal to marine traffic, secure boat ramps using local police and request USCG establish marine safety zone

GenOn Canal Exercise Objectives Cont. Continuous Air Monitoring – Sandwich F.D., EPA, DEP and NRC Send MSDS information to local authorities and hospitals Set-up website, post MSDS’s and Q&A for public questions Liaison to deal with local towns Coordinate Volunteers Joint Information Center (JIC) – with necessary interface between the UC and City of Sandwich, local media, public affairs and stakeholders Establish claims process

Exercise Scenario (Black Oil Scenario)  At approximately 12 noon the watch engineer reported that a dock line burst spilling No. 6 oil during transfer operations from an off loading barge. The rupture resulted in oil being discharged onto the pier, following drainage patterns into Cape Cod Canal. The dock supervisor estimates that approximately 2,300 bbls of oil has seeped into the water before the line was isolated.
