U.S. Coast Guard Hazardous Material Transportation Assistance Briefing

Our Purpose Inspect hazardous materials shipments to ensure compliance with US and international laws (49 CFR 171-180 and IMDG Code) Aid in the preparation of hazardous materials shipments and documentation review Help ensure the safety of all those involved in the transportation stream Prevent cargo frustration at the port

USCG Assistance Process Pre-Briefing for HAZMAT Certifiers Pre-Inspection Review Required Documentation/Paperwork Review Packaging to include marking and labeling Review Segregation Review Placarding Inspect Blocking and Bracing of HAZMAT containers Secure doors with US Coast Guard seal

USCG Pre-Inspection Coast Guard conducts pre-inspections to: Identify any potential problems prior to containers being loaded Answer questions from the HAZMAT Certifiers Verify that all Hazardous Materials are accounted for

All Hazmat will be inspected for conformity of all DoD, Federal, and International regulations. Any discrepancies will be corrected with the assistance of the US Coast Guard Inspector.

Required Documentation/Paperwork DD 2890 – Hazardous Material Declaration July 2012 (all other versions are obsolete) DD 2781 – Container Packing Certificate Emergency Response Guide (ERG)-2012 UN number and Proper Shipping Name MUST be written on the top of each ERG sheet for its correlating Hazardous Material Material Safety Data Sheet (MSDS)- needed for each hazardous material. MSDS must match the product that is being shipped. Inspectors will also need to review your DD-1750 packing/ inventory list to ensure all hazmat is declared

Selection of Packages Packaging can be obtained from: Some hazmat items require special packaging, ie. Lithium Metal Batteries, Lithium Ion Batteries, Fire Extinguishers, and NBC Equipment Packaging can be obtained from: US Army Material Command Defense Logistics Agency Defense Distribution Center Installation HazMart

Marking and Labeling of Packages If not a limited quantity, package must be marked with the proper shipping name, UN number, label and/or markings When an Overpack is used, the UN number and Proper Shipping Name must be written on the outside of the Overpack, along with the word “overpack” or an “overpack” marking. PROPER MARKING AND LABELING Labels for appropriate hazard class must also be placed on pack overpacks

Limited Quantities Always check to see what the “Limited Quantities” amounts are (IMDG) Limited Quantities shipments are exempt from labeling, placarding, and segregation A Limited Quantity marking must be placed on the package, and if this is the only Hazmat in the Shipping container, then a Limited Quantity placard must be placed on the outside of the container on all four sides.

Placarding of Containers Both ends and both sides of freight container must be placarded Quadcons and Tricons will be treated as one twenty-foot equivalent unit when knuckled together and will be placarded on all four sides of the quadcon/ tricon containing the hazmat and both ends of the set

Segregation of Hazmat

Blocking and Bracing ALL CYLINDERS MUST BE CRATED AND STORED IN THE UPRIGHT POSITION ALL HAZARDOUS MATERIALS MUST BE PROPERLY BLOCKED AND BRACED ALL GENERAL CARGO PACKED INSIDE A HAZMAT CONTAINER MUST ALSO BE BLOCKED AND BRACED TO PREVENT ZERO MOVEMENT IN ACCORDANCE WITH IMDG

Fuel Cans (Jerricans) Considered hazardous material if at any time contained fuel or residue Five year shelf life (Review two digit year on serial string) (Regulated by IMDG 4.1.1.15)

CSC DATA PLATE Ensure Container Serviceability Inspection is Current : DD FORM 2282 MIL-HDBK-138B Identification Number on CSC plate must correspond with Identification Number displayed on container
