At new connection, the NT takes the appropriate readings and completes the service order. ESBN will do a development to ‘force’ the meter characteristics into the relevant mode at completion in database depending on the MCC. The Meter Reader will ‘see’ only the relevant registers on his/her handheld. 18

Retail Market Design Service Update ESB Networks SAP-ISU outage on Sunday 18th November 2007 ESB Networks SAP-ISU and ESB Customer Supply SAP-ISU are separate applications with separate data stores running on separate processors but located within a single cabinet and sharing the power supply and other services Unusually, this outage involved the common power supply (memory upgrade to ESBCS SAP) A gap in the outage agreement procedure meant that ESBN did not agree to the outage prior to its announcement. ESBN has taken this incident up with its IT service provider and clarified the market impact A formal procedure has now been implemented to secure prior agreement by the ESBN designated SLA holder to all future planned outages 37

Market Change Request MCR 0154 – Versioning of the 341 Propose to rename the MCR from ‘Versioning of the 341’ to ‘Versioning of the Meter Data on the 341 Market Message’ Question raised – How will the MCR handle version numbers for import and export data Proposed Solutions for MCR 154 Solution 1 Provide a separate Version Number at the MPRN level for Import and Export data and a read replacement flag at the Channel Level Details which would indicate the channel being updated. Solution 2 Provide a Version Number at the channel level. This would mean that the Import QH kW, Import QH kVAr, Export QH kW and the QH Export kVAr would each have a version number. The Read Replacement Flag would no longer be required as the version would indicate the reading being replaced. Longer term raise a new DR to build a new message 342 for Export data only and use 341 for import data only. 44

Market Change Request DR 0113 Supplier of Last Resort Update The Supplier of Last Resort Decision (SoLR) CER/07/171 has impacted the Market Design Process in the following ways: No. CER 07/171 Impacts on MPD 4 SoLR Process 1. The Defaulting Supplier is given an undisclosed amount of time to rectify the issue. (This was previously a 5 day rectification period). 2. MRSO will supply the SoLR with the percentage market share of the defaulting supplier, within 1 working day of the Suspension Notice in the wholesale market. 3. The SoLR Supplier Unit is sent to the Market Operator. 4. The SoLR contacts affected customer within 5 working days of the SoLR Direction. Customers then have 14 working days to choose an alternative supplier at the end of the 5 day Contact period. 45

How to handle MPRNs which are not currently practical to send in on an 010, for example, denergised sites, sites with meter works in progress etc, The creation of a SoLR sub process to handle SoLR exceptions plus the interactions between ESB Networks and the SoLR along with issues such as disputed reads. 46
