Himachal Institute of Public Administration Shimla “Training for all” Intensive training programme during XI Five Year Plan Period Himachal Pradesh Himachal Institute of Public Administration Shimla

Agreement: Letter of agreement signed between DoPT and HIPA on 30 Sep. 2008. Basic objective: Training activities in the identified sector is for the improvement of public service delivery. Focus in H.P.: On demand driven training of Frontline Service Delivery Personnel of Power Sector. Coverage: Entire state

About Organization: Himachal Pradesh State Electricity Board is one of the major public service delivery organizations in the State. Public service activities in totality are provided by State Electricity Board which functions are the overall control of MPP & Power Department.

About Organization (contd…): The cutting edge level staff of HPSEB comes into contact with poor in a routine manner as and when the poor come in contact with these officials. The officers and officials of HPSEB hardly get an opportunity for their capacity building which can result into better performance in their duties.

Broad initiative undertaken by HIPA: Workshop on the project on 14th November,2008 with all stakeholders to chalk out modalities of the project. Consultation workshop on 9th December, 2008 with representatives of HPSEB, HP State Power Corporation and Chief Electrical Inspector to discuss action plan. Release of Rs. 2 lakhs to HPSEB for the project on 2nd February, 2009.

Utilization of Rs. 23 lakh has been sent to DoPT New Delhi on 20th May, 2010). Second Installment received on 12-01-2011: Rs. 18 Lakhs Due to various reasons, the ITP process was delayed during the current year but it will be executed very soon.
