Stewart/HAAF 11 Major Military Installations (4 Air Force, 7 Army) Manage one of Corps’ largest military design and construction program in terms of dollars and projects. Civil Works responsibilities encompass two-thirds of eastern Georgia. Military design and construction boundaries cover the states of GA, NC and SC - 7 Army and 6 Air Force installations, and 1 Navy installation. Perform new work and maintenance dredging in two primary deep water ports on East Coast, Savannah and Brunswick Harbors; maintain significant portion of the Atlantic Intracoastal Waterway. Operate 3 multipurpose dam and lake projects on upper Savannah River - Hartwell, Richard B. Russell and J. Strom Thurmond. Regulatory boundaries cover the entire state of Georgia. Real Estate division handles property acquisition, disposal, leasing and forest management for Savannah, Charleston and Wilmington Districts. HAP – Eastern half of US. Program spans 10 time zones. ACQUISITION APPROACHES MATOC Better suited for large design build projects, allowing for multiple design solutions to be considered. Fair opportunity requires us compete work with all contractors in the pool. Expensive and time consuming to put contracts/ task orders into place. SATOC Well suited for moderate size projects with defined scopes and time allows for meaningful negotiations. Multiple negotiations are often required, and occasionally we do not achieve mutual agreement. Contractor proposal’s are based on RS Means and pre-negotiated coefficients for SRM IDCs. 8(a) Match IDIQs Use current authority to non competitively award 8(a) Contractors a contract with values up to $4M. Consideration to workload and capability necessary Longer Pre-Award Larger Actions More Expensive Pre- Award More Competitive Shorter Pre-Award Smaller Actions Less Expensive Pre-Award Less Competitive In-House capabilities suitable for some requirements but limited by capacity and other factors. Quality Assurance Surveillance Plan will be established for each Task Order. Consideration of the risk associated with the acquisition method is important. Acquisition methods guided by policy directives and regulation. Considerations of geographic usage and scope impact MATOCs and SATOCs and include limitations enforced by USACE and other agencies.
