Conditions for innovation Innovation increasingly relies on interaction between the research base and business sector. More competitive markets and the accelerating pace of technological change force firms to innovate more rapidly. Networking and collaboration among firms are now more important than in the past. SMEs, especially new technology-based firms, have a more important role in the development and diffusion of technology. The globalisation of economies is making countries’ innovation systems more interdependent. 17.6.2018

A new role for governments Governments need to play an integrating role in managing knowledge on an economy-wide basis by making technology and innovation policy an integral part of overall innovation policy. In the strategic centres FINNISH STRATEGIC RESEARCH CENTRES FOR SCIENCE, TECHNOLOGY AND INNOVATION Strategic Centres for Science, Technology and Innovation will provide a new way of coordinating dispersed research resources. In the strategic centres Companies, universities and research institutes will agree on a joint research plan.
