Members’ comments to rules Response Length of boats in the moorage should be limited 76% of the sample of members surveyed in November do not support the existing limit on boat lengths. Amendment proposed for “larger boats”. Buffer zones Amendment proposed to allow for buffer of 2 feet – can be increased or decreased by HMC Safety issues - fuel MC concluded that there was more risk associated with the transport and refilling of small plastic 5 gallon fuel tanks found in many small boats than with the purpose designed on board tanks found in larger vessels. Members’ comments to rules Response Boat definition – exemption for small boats State requires registration of sailboats of 12ft or more and every motor boat – we are requiring the same Overkill – too much bureaucracy, too much authority & expense The HMC is a direct parallel to the Architectural Review Committee, allowing the Board to carry out its responsibility of managing the common water in the moorage. The use of permits and stickers is consistent with the policy for parking and supports enforcement. Rules are just for the benefit of a chosen few There are at least 120 boats in the moorage; all of the members have rights to the common water around them and the appendix clarifies that for existing and new members. Members’ comments - continued Response Enforcement will be a problem It is no different that enforcing any of our rules; a transition period will be established to enable members to obtain permits and make alternative mooring arrangements if necessary. Pits neighbor against neighbor The rules encourage neighbors to work with neighbors; disagreements will be resolved by a committee of members. Listing JBMI as additional insured not necessary It ensures that the Association is informed if a policy is canceled. Board Meeting 6/20/17

Harbor Master Committee Appointed by the President to enforce the mooring rules, approve permanent mooring permits, adjudicate disagreements and provide guidance to residents on all common water matters Members may appeal HMC decisions to the Board HMC will not make assessments HMC will advise President/Vice President of non compliance Initial appointments: Alex Alexander, Bud Deggendorfer & 1 other Board Meeting 6/20/17

Enforcement Table of assessments should be established by the Board by 10/1/17 for non compliance with rights & rules HMC will report matters of non compliance to President/Vice President, who will follow up and apply assessments as necessary Board will resolve any Member appeals Board Meeting 6/20/17

Next steps Consider approving the amended draft as submitted Transition period of 3 months, starting 7/1/17 Trial period of 6 months, starting 10/1/17 Review again in March 2018 Resolution: It is proposed to approve the Mooring Rights and Rules dated 6/14/17 with a planned implementation date of 10/1/17, to be followed by a review by the board in March 2018.
