AI 2.4 Mobile Communications on board Vessels (MCV) Didier Chauveau ECC PT1 Chairman ECC-FCC-IC Liaison Meeting Maisons Alfort , 28-29 May 2015

Mobile Communications on Board Vessels ECC PT1 finalises compatibility studies between Mobile Communication services onboard Vessels (MCV) and land-based MFCN networks (ECC report 237 under PC – to be approved at the next ECC end of June 15) : BB Communications on board Vessels : LTE MCV, UMTS MCV Suitability of the current MCV framework (ECC/DEC/(08)08: MCV GSM 900 MHz and 1800 MHz) for the protection of land-based networks using LTE in the 900MHz and 1800MHz bands Compatibility for scenarios introducing a new combination of technology and band on board vessels : introduction of LTE MCV in the 1800MHz and 2600MHz band (FDD bands) introduction of UMTS MCV in the 2100MHz band (FDD bands) Footer - add copy here

Mobile Communications on Board Vessels LTE 900 MHz 880-915 MHZ /925-960 MHz LTE MCV 1800 MHz 1710-1785 MHz/1805-1880 MHz + LTE MCV 2600 MHz 2500- 2570/2620-2690 MHz UMTS MCV 1920-1980MHz/210-2170 MHz + GSM 1800 MHz LTE 1800 MHz LTE 2100 MHz 1920-1980MHz/210-2170 MHz LTE 2600 MHz Scenarios under studies Footer - add copy here

Mobile Communications on Board Vessels Draft conclusions Technical and operational conditions for GSM on board vessels from ECC/DEC(08)08 are suitable for the protection of land-based LTE in networks in the 900MHz and 1800MHz band The use of LTE and UMTS on board vessels (MCV LTE, MCV UMTS) in the different frequency bands studied is compatible with terrestrial mobile networks depending on the implementation of certain mitigation techniques to be implemented by MCV systems The studies identified that interferences from MCV LTE to terrestrial mobile networks extend beyond the territorial waters. Some mitigation techniques to be implemented by LTE MCV between 12 and 49 NM from baseline are proposed in the draft ECC report (to be assessed during PC). Footer - add copy here

Mobile Communications on Board Vessels Updating the MCV framework (ECC DEC (08)08) ECC PT1 started to update the MCV framework (ECC DEC (08) 08) on the basis of ECC report 237 (Current scope of the ECC Framework : MCV GSM 900 MHz and 1800 MHz + technical conditions) Future ECC framework (March 16) : approval of an updated ECC DEC (08)08) GSM MCV Technical conditions for GSM on board vessels (current ECC/DEC(08)08) are suitable for the protection of land-based networks using LTE in the 900MHz and 1800MHz bands Additional scope under study LTE MCV (5MHz only) 1800 MHz & 2600 MHz + technical conditions + some limits in international waters UMTS MCV (5MHz only) + technical conditions Amendments of ECC DEC (08)08 (to be finalised in March16) Footer - add copy here
