The Continuing Failure to Enforce Employer Sanctions Rey Koslowski Director, Master of International Affairs Program University at Albany (SUNY)

To reduce unauthorized migration: 1. national ID card to facilitate worksite enforcement 2. Strictly enforce employer sanctions 3. Implement an automated entry-exit system

“As long as jobs are available in the United States, economic incentives to enter illegally will persist.” Republican Party’s 2008 Party Platform “employers who knowingly hire illegal workers [are] the root cause of illegal immigration.” Janet Napolitano, May 6, 2009.

Employer Sanctions and Worksite Enforcement Immigration Reform and Control Act of 1986 Worksite enforcement arresting and fining employers who knowingly hire unauthorized migrant workers arresting unauthorized migrants at worksites I-9 form

Enforcing employer sanctions reduces demand for unauthorized migrant workers reduces the number of illegal crossings and visa overstays fewer individuals attempting illegal border crossings, more time for Border Patrol to focus on those who do cross and on drug smugglers

“Our ID's are the best ID Cards money can buy “Our ID's are the best ID Cards money can buy.  They also come with many added security options such as holograms Learn More about Fake ID's” http://www.theidshop.com

Trump administration “Turn off the jobs and benefits magnet. Many immigrants come to the U.S. illegally in search of jobs, even though federal law prohibits the employment of illegal immigrants.” Donald Trump, 10 Point Plan to Put America First “We will ensure that E-Verify is used to the fullest extent possible under existing law, and will work with Congress to strengthen and expand its use across the country.” Donald Trump, “Address on Immigration,” Aug. 31, 2016

Employer sanctions probably not a priority Trump development projects used unauthorized migrant labor in the past Only five of Trump’s 539 companies in E-verify Two cabinet nominees hired unauthorized migrants No mention of employer sanctions or worksite enforcement in Exec actions or DHS memos
