Project Background HCDP is to broadening the role of individual and cooperatives to that of a multi-stakeholder coordinative and controlling mechanism. The desired output will be an agro-based economically self – sufficient community in the targeted areas; Based upon lessons learned, opportunities identified and priorities further articulated during the years (2009 – 2015), supported by a clear sector strategy and findings of AFD mission in November 2013 which concluded to center the project on the three expected results: Enhance the project’s economic dimension and necessary “Business Oriented”; Show commendable progress in enhancing governance in a limited number of cooperatives; Validations of the existing technical options before disseminating and adding new activities;

Project Objectives (Jan 2016 – Dec 2017) To strengthen the capacity of Directorate of Agriculture Cooperatives Development (DACD) in the Head Quarter and in the three targeted provinces; To create and support farmer organizations including cooperatives; To support farmers in post-harvest management and standard quality produce; and To perform value chain studies, market linkages and certification;

Project Outputs Support for strengthening capacities of & preparing development projects for cooperatives; Establish Cooperative Development Fund (CDF) & support to carry out development projects of cooperatives; Implement a Program Providing Advisory Services for operations of DACD; Redefine the mission & strengthen capacities of DACD;

Project Prioritization Province Districts Kabul Paghman, Mir Bacha Kot, Shakardara, Kalakan, Qarabagh, Istalif and Deh Sabz Parwan Charikar, Bagram, Jabal Siraj and Said Khail Kapisa Mahmood Raqi, Hesa Awal and Hesa Dowom As a result, below intervention areas are identified; Establishment of Fruits and Vegetables Processing Centers for Women Promotion of Trellising System Construction of Raisin Houses Establishment of Green Houses

Component 1: Support for strengthening capacities of & preparing development projects for cooperatives;..Ctd Selection of VC and Beneficiaries & Promotion of Farmers’ Economic Organization Value chain for grapes, tomatoes and cucumbers are analyzed and designed; Training modules on Pre-harvest and Post-Harvest Management of grapes, tomatoes and cucumbers & Business Plans are developed; Training modules on Pre-harvest and Post-Harvest Management of grapes, tomatoes and cucumbers and Business Plans for 175 lead farmers are delivered and developed; Export standards for the products (fresh grapes, raisin, cucumbers and tomatoes) are developed. Conduct twenty B2B meetings among input suppliers, producers, processors and wholesalers; Promotional materials for input suppliers and processors are developed and provided;

Component 3: Implement a Program Providing Advisory Services for Operations Provision of IT and office equipment for DACD central and provincial offices (provincial and district level) Delivery of training modules on (Development of Business Plans, Cooperative Management, ToTs and Publicity) for DACD central and provincial staff;

Component 3: Implement a Program Providing Advisory Services for Operations Conducting of awareness raising workshops on (project management and administration of Bi and Tri-partite contracts, roles and responsibilities of parties in implementation of CDFs and Establishment of Horticulture Cooperatives) for community members, DACD and DAIL staff; Conducting the First National Conference of Afghanistan Agricultural Cooperatives

Component 4: Redefine the Mission & Strengthen Capacities of DACD Review and upgrade DACD’s registration procedure; review agricultural cooperatives registration procedure and business plans; Preparations for conducting the national workshop of the agricultural cooperatives;

Lengthy procurement and payments process (MOF procedures); Challenges Lengthy procurement and payments process (MOF procedures); Capacity of private sector and poor quality of inputs in the market; Mobilization of farmer beneficiaries for ensuring of 40% contribution in implementation of CDFs; Existence of pests and diseases; Capacity of local market and low income rate of producers; Lack of QC and standardization mechanisms; Poor coordination among stakeholders;

The Way Forward Expediting the process of projects implementation through CDCs and DDAs; Conducting the national conference of the agriculture cooperatives; Establishment and capacity development of new cooperatives under the CDFs;
