Co-operation on compiling and maintaining the frame 27-30.September 2010 Tallinn

Compiling the frame (statistical profile) Frozen frame is compiled by 1.November and used for producing short-term and annual statistics. Approval of the protocol for the compilation of the new frame Compiling preliminary frame Compiling final frozen frame Every year in September the annual meeting on register issues is arranged 27-30.September 2010 Tallinn

Compiling the frame In 2009 statistical profile served as a frame for close to 90% of all statistical surveys. For the time of compiling the new frame statisticians user rights are extended. They are given the right to change also: - principal activity code - secondary activities - status of activity - type of ownership 27-30.September 2010 Tallinn

Maintaining the frame All statisticians have the right to change the contact data directly in the register all year around. Information on changes of stratification data or status of activity is forwarded to the statistician of statistical profile service who will make the changes in operational business register 27-30.September 2010 Tallinn

Maintaining the frame: changes in the frame In special cases changes (including/excluding units, changes in stratification data) in frozen frame are made if unit’s - number of persons employed 50 or more - data influence significantly certain field of statistics Once a month a working group meets to discuss the proposals to change the frame and take a common decision on proposals. Working group is compiled of register people, representatives of different fields of statistics and data collection department. 27-30.September 2010 Tallinn

Maintaining the frame: Local kind of activity unit (LoKAU) Main source of data for LoKAUs is EKOMAR — SBS questionnaire system for non-financial enterprises. The information on LoKAUs is asked from enterprises with 20 or more persons employed Updating LoKAUs in BR on the basis of EKOMAR is done by SBS people LoKAUs populations for accommodation and culture is maintained by BR staff in co-operation with statisticians 27-30.September 2010 Tallinn

Co-operation with production of statistics: Data from statistical surveys On-line connection between data processing programs used in production of statistics and the business register – current register data available in data processing programs in the next morning. Data from statistical surveys (quarterly and monthly) are used for actualization of the register: - number of employees - number of persons employed - turnover Data from surveys are of the highest priority. 27-30.September 2010 Tallinn

Co-operation on determining institutional sector code The rules for classification of units by Institutional Sectors according to the European System of Accounts were developed in 2000-2002 in co-operation with Macroeconomics Statistics Department of that time the. In 2008 transition to new NACE required revision of these rules. Institutional sector code of 99% of units is determined automatically. Exceptions are managed in co-operation with colleagues from National, financial and environmental accounts department 27-30.September 2010 Tallinn

Co-operation on data collection 27-30.September 2010 Tallinn

Co-operation with data collection BR provides eStat with: - units’ reporting obligation - contact data - principal activity - status of activity All changes in BR reflect automatically in eStat The changes made in eStat will be implemented into the BR through the buffer 27-30.September 2010 Tallinn

Co-operation on enterprise groups: determining UCI Foreign affiliate trade statistics (FATS) is produced: - inward FATS by SE – SBS - outward FATS by Bank of Estonia For IFATS UCI (ultimate controlling institutional unit) country is determined for all active units in the frame with at least 20 persons employed based on the ownership links and enterprise group data. Small sub-module in EKOMAR about UCI 27-30.September 2010 Tallinn

Co-operation with Bank of Estonia Annual meeting on common issues BR provides every year BE with detailed data on units in the frame and data on units belonging to enterprise groups BE provides with data on Estonian enterprises subsidiaries abroad In 2009/2010 started common project on analysis of activity of financial enterprises 27-30.September 2010 Tallinn

Conclusion The co-operation of statistical register with statisticians has crucial role in order to ensure the quality of the frame The collaboration has to be regular and consistent Training, feedback and regular discussions on problems faced, accomplishments and further needs for development will help to make the collaboration more productive 27-30.September 2010 Tallinn
