RAII WIS IMPLEMENTATION PLAN Div. of Information & Communication Technology 7 November, 2012 Sung Soo, DO

WMO WIS Implementation Plan BACKGOUND WMO WIS Implementation Plan Framework document and first draft was reviewed by ICG-WIS, 2007 Continued to be updated by EC WG WIGOS-WIS, 2007 Finalised for CBS and the EC, 2008 The concept of WIS was formally adopted - Consolidation of WIS Plan - Establishment of the WMO metadata standard - Development of WIS regulatory documents - Implementation of WIS Part A - Implementation of WIS Part B - Coordination with other major projects Cg XIV, 2003

BACKGOUND Cg XV, 2007 CBS XIV, 2009 EC-64, 2012 Part A : the continued consolidation and further improvements of the GTS for time-critical and operation-critical data, including its extension to meet operational requirements of WMO Programmes in addition to the WWW Part B : an extension of the information services through flexible data discovery, access, and retrieval services(DAR services) to authorized users, as well as flexible timely delivery services. Cg XV, 2007 Stressed the need of clear strategy for the implementation of an adequate data communication infrastructure for WIS - at regional and global levels CBS XIV, 2009 EC-64, 2012 Urging to develop regional and national implementation plans for strengthening and further implementing operational WIS functionality before 2015

INTRODUCTION RAII WG-IOS/WIS, Dec 2011 RAII MG-4, Feb 2012 Discussion of the approach for developing a regional WIS implementation plan for RAII(R2-WIS-IP) - Timeline and working mechanism for the development of R2-WIS-IP - Local Secondment (perform mission in its own office for specific purpose) - KMA & CMA voluntarily agreed to provide the Local Secondment RAII MG-4, Feb 2012 Agreed and Comprised of the Local Secondment for developing R2-WIS-IP

Objectives of R2-WIS-IP Guidelines to achievable implementation to seek maximum benefits and minimum overhead investment Strategic approaches to effective and efficient technical implementation and designation requirement for WIS centres.

Structure of R2-WIS-IP Section 3. Guidelines Outline of the guidelines for achievable implementation in RAII WIS Service Components Global Telecommunication (GTS) Data Discovery, Access and Retrieval Service (DAR) Integrated Global Data Dissemination Service (IGDDS) Inter-Regional Cooperation (GISC Backup service, WIMMS) Capacity Building

Structure of R2-WIS-IP Section 4. Approaches on Technical Implementation Implementing the evolution of GTS Evolving RMTN into Area Meteorological Data Communication Networks(AMDCNs) GTS minimum bandwidth, performance requirement Implementation of WIS functionality Role and Requirement of NCs(network links, metadata management) Role and Requirement of DCPCs(designation procedure, technical area) * Specially focusing on technical requirement of NCs for NMHSs) * Abstracting action items from Section 4. → 4 Activities tables

Structure of R2-WIS-IP Section 5. Staged Implementation - Timeline Final draft of RAII WIS implementation plan – first quarter of 2013 All GISCs fully functional – end of 2013 All DCPCs (with RTH function) fully functional – 2015 All NCs fully implemented – end of 2015 Section 6. Support Activities WIS Application Pilot Project (VPN Pilot Project in RAII and RAV) WIS Monitoring Task (detail procedure in 2014, started in 2014 or 2015) WIS technical or usage Interaction (coordinated approach – web based, teleconference, face-to-face meeting)
