Forward Operating Bases Final Distribution Point The key objective of this ConOps is to define the structural outline of a supply chain that integrates:

International Entry Points The Sea Ports and Airports International entry points for humanitarian operations. Sufficient capacities & physical infrastructures. Sufficient operational capabilities. Manage a rapid surge in the influx of freight volumes.

Humanitarian Staging Areas Pre-identified logistics facilities, located within airports or seaports. Rapidly augmented and made operational at the onset of an emergency. Used to decongest the main entry points of an affected country. Supply chain coordination for receiving, storage and dispatch.

Forward Operating Bases Temporary, emergency, operational facility Strategically located outside the theatre of operations. Not impacted by the disaster. Within reasonable proximity to the disaster zone. Significant potential for increasing the effectiveness and efficiencies of ROTARY WING operations Ideally uses airport or airfield facilities

Gradated Accessibility Access to final distribution points is severely restricted. Supply-chain planning assumes severe disruption to logistical infrastructures. Planning adopts a three-phase approach gradual opening- up of air, sea and land-access corridors as: PHASE I: Access to the affected area is severely constrained. PHASE II: Access is available into but constrained within the affected area. PHASE III: Access is available into and within the affected area.

PHASE I - Access Description: Access is severely impacted and highly restricted. Air Access: Adisucipto International Airport, Yogyakarta is incapacitated. Land Access: Road access to the provincial capitals is barely possible (severe difficulties), whilst multiple district localities within the affected areas are inaccessible. Sea Access: Major ports on the northern coast of Java are unaffected. Cilacap and local harbors are affected but remain operational.

PHASE II - Access Description: Emergency recovery interventions are initiated, facilities begin opening up / limited operations; however multiple challenges & bottleneck remain. Air Access: Adisucipto International Airport, Yogyakarta operates at a limited capacity, serving humanitarian responses and evacuations only. Land Access: Road access to the regency capitals is barely possible (severe difficulties), access within the districts remains severely disrupted. Sea Access: Major ports on North Java coast are unaffected. Cilacap and local harbors are affected but remain operational.

PHASE III - Access Description: Multiple challenges to transportation operations remain and inefficiencies are impacted Air Access: Adisucipto International Airport, Yogyakarta is operational, prioritizing humanitarian flights and offering limited public services. Land Access: Road access within districts is possible, although challenges remain and operational efficiencies are compromised. Sea Access: Major ports on the northern coast of Java are unaffected, Cilacap and local harbors are operational.
