Global Research Library

Why GRL 2020? "The rapid dissemination of findings, the creation of new tools and platforms for information manipulation, and open access to research data have rendered the traditional institution-based approaches to providing access to information inadequate. In order for research libraries to play a central role in this increasingly multi-institutional and cross-sector environment, we must find new approaches for how they operate and add value to research and discovery on a global basis."

What Would it Entail? Being Global Global Infrastructure Scholarly Communication and Peer Review Data, data, and more data Global Regulatory and Policy framework

Core Values Information drives discovery The creation of public value is central Selection, sharing, and sustainability are core missions as library assets transition from paper to digital formats Long-term curation of content is critical, and requires focused effort in the development of systems and standards to support them in the long digital future ahead.

Agreement Need an interoperable network of services, resources, and expertise Overlapping infrastructures must be integrated and managed within policy frameworks Need a staff with interdisciplinary and global skills Open Access and social interoperability that will be key to improving the effectiveness of research and learning in the developing world The Web has reduced separation among communities across sectors and research libraries need to exploit these trends by creating collaborative environments where public, private, and governmental agencies may find common purpose and mutual benefit.

Graduate Education: Backbone of American Competitiveness 1. A highly skilled workforce operation and the frontiers of knowledge creation and professional practice are key to healthy economies and a safer world; also to American competitiveness and national security. 2. Because graduate program quality is the driver of American higher education success, efforts to evaluate and improve all aspects of it must be advanced and supported. 3. Interdisciplinary research and education are central to future competitiveness, innovation, and knowledge creation. 4. Expansion of U.S. citizen participation, particularly from historically under-represented groups must be a priority. Development of STEM careers among domestic students in general must be encouraged. 5. U.S. graduate programs must be global – attracting the best and brightest from around the world but also creating globally competent scholars, scientists, and citizens.
