Pilgrims created the Mayflower Compact, and the 1st Self Governing Colony in America. THE ROLE OF RELIGION IN FORMING REPRESENTATIVE GOVERNMENTS Religion Puritans offered all male members a vote in their local governments (Town hall Meetings).
