Activation TDEM request the activation of the Shelter Hub through a pre-scripted 213 Radiant RFID will ship the Texas Emergency Tracking Network (ETN) to the shelter hub. Each shelter will receive its own set of equipment, arriving with the first bus allocated to each specific shelter. Shelters are responsible for allocating personnel to run ETN. Only exception is Dallas Mega-shelter where Texas Military Forces (TMF) will provide support

Registration Citizens from affected jurisdictions who cannot self evacuate will be registered into the ETN system During registration, TMF or local jurisdiction will issue a yellow wristband to: Each individual Accompanying pet Durable medical asset(s) State issued Charter bus

Arrival to Shelter Hub Medical Special Needs As buses first enter the Mesquite Shelter Hub, a paramedic or nurse will load the bus. A series of medical questions will be asked to identify any medical special need patients. Any evacuee identified will be given the opportunity to be transported to specialized facilities, pre identified by Department of Aging and Disability Services (DADS).

Unloading Point TMF or local jurisdiction will use radiant RFID portals and/or handheld scanners at the shelter hub to scan the bus and the evacuees as they unload and re-load onto their designated bus. ETN software will update the location of the bus and number of evacuees to the WebEOC, allowing for sheltering jurisdictions to gain an accurate time of arrival for the buses allocated to their shelters.

Once a bus has been assigned a shelter destination, a phone call will be made to a representative of the sheltering jurisdiction’s core county. It is the core county’s responsibility to communicate with their local jurisdiction, in addition to the information provided on WebEOC.

Departure to Shelters Before departing the staging area, bus drivers will receive directions to the allocated shelter, as well as directions to the Vehicle Replenishment Point (VRP). Bus drivers will stay at the VRP, and wait on instructions for re-entry into the affected jurisdictions. The shelter hub will maintain a Bus Log: Bus ID (ETN number or license plate) Name and cell phone of the bus driver Number of passengers on the bus What city the bus traveled from (evacuating location) The shelter assigned to the bus Time of departure from the shelter
