Democratic Reform/Activism Urbanization and industrialization brought changes to western nations. Due to these changes people demanded reform. Review: Britain is a constitutional monarchy Monarch is the head of state but parliament has the real power. House of Lords (inherited seats until 1999) and House of Commons. Only 5% could vote to elect members to the house of commons (only men with a substantial amount of land). What is the result? Reform Bill of 1832 – 1830; Wealthy middle class (bankers, factory owners etc) protested around England in favor of suffrage – right to vote Parliament fearing violence like France passed Reform Bill, eased property requirements so wealthy middle class could vote and gave thriving new industrial cities more representation in parliament Chartist Movement – demands to parliament in a petition called the People's Charter of 1838 Asked for a secret ballot, end to property req. to vote, and pay for parliament. Parliament rejected these ideas Nearly 50 years of petitioning Parliament gave in to the workers demands. Victorian Age – Queen Victoria presided over all these historic changes. Queen at age 18 ruled for 64 years. During this time saw the shift in political power to the parliament and prime minister.

Woman’s Voting and French Democracy By 1900 several industrial countries had universal male suffrage, no country allowed women to vote. Women in GB and the U.S. worked to gain the right to vote. 1894 Jewish officer Cptn Alfred Dreyfus of French army accused of selling military secrets to Germany. Court found him guilty based on false evidence, sentenced to life in prison. A few years later found out that he was wrongly framed by other officers. Many army leaders, nationalists, leaders in the clergy, and anti- Jewish groups refused to let the case be open in fear that sudden action would cast doubt on the honor of the army. Other defenders of Dreyfus insisted that justice was more important. Eventually French Gov’t declared his innocence. Dreyfus case showed strength of anti-Semitism in Europe. Worse in Eastern Eur.
