Delhi MLA Report Card First comprehensive and objective annual report card of the performance of MLAs’ of a State Assembly. AAP by winning 67 out of 70 seats has got a mandate like no other. A unique result which changed Indian politics. Has AAP lived up to the desire and expectations of the people of Delhi?

Key highlights on the working of the MLAs 20 out of 58 MLAs ranked have a criminal record as of 31st December 2015. 10 of the 20 MLAs had cases registered against them as per their affidavits before elections 10 MLAs have got cases against them after elections. 3 MLAs [Raghuvinder Shokeen representing Nangloi Jat, Prakash representing Deoli (SC) & Mohd. Ishraque representing Seelampur] have not raised any issues in the assembly in 2015. 16 MLAs have only raised 1 to 5 issues. 33% of the MLAs are hardly participating in Deliberations. In our matrix for ranking, quality of issues raised has a significant weightage. We find that 72% of the MLAs are underperforming regarding this matter.

Key highlights regarding citizen issues 150,885 complaints registered for water supply, there were only 33 issues raised by MLAs. ‘Drainage chokes, blockages & cleaning and overflowing manholes’ – where there were 19,327 citizen complaints, only 5 issues were raised by our city’s MLAs in 2015. ‘Mosquito Nuisance & Fogging’ – where there were 10,102 complaints, there were no issues raised by any MLA. While there were 1092 complaints on Fire Brigade & related issues, only four issues were raised by MLAs in 2015.

Key highlights of comparison between Mumbai and Delhi In Mumbai 31 MLAs and Delhi 58 were ranked, only 26 meetings were held in Delhi as compared to Mumbai’s 50. In 2015, Mumbai MLAs raised 4343 issues in the state assembly; while, Delhi’s 58 MLAs raised only 951 issues. Delhi MLAs have raised on an average 16 issues; while, Mumbai MLAs have raised 140 issues on an average. Delhi’s ruling party (AAP) MLAs have raised on an average 12 issues; while, Mumbai’s ruling party (BJP & Shiv Sena) MLAs have raised 69 issues on an average. Average score of Delhi is 58.83% as per first report card for the 6th Assembly in 2016 while Mumbai’s average score is 65.11% in 2016.

The Constitution as a Basis for monitoring of Elected Representatives ERs derive their powers for functioning through the Constitution They are mandated to Attend Sessions, Raise people’s Issues, Debate, Participate in Discussions and Pass legislations. The Constitution defines their powers and rules of functioning, hence only the Constitution can provide the parameters for their monitoring.

Importance of Issues Raised Step 1: Issues raised are categorised into: Centre based State based Municipal Corporation Delhi based Centre/State/Municipal Corporation Delhi based Based on the Seventh Schedule of the Constitution of India. Overall weightage is given in the ratio of 3:13:4:7 in the above categories. Step 2: Further issues are given certain weightages depending on them being prime functions of the State Legislature or of the Municipal bodies or the Centre or jointly under Centre/State/Municipal Corporation Delhi. The weightage for Perception of Public Services was further divided into a hierarchy of 4 levels to meet the desired objective. Level 1 included facilities which are more critical to state government whereas Level 4 included facilities that are more critical to central government. Level 1 – This level included areas like Power supply, Law & Order situation & Instances of crime. It was given a weightage of 8 points Level 2 – This level included areas like Availability of food through ration shops & Pollution problems. It was given a weightage of 5 points Level 3 – This level included areas like Hospitals & other Medical facilities & Appropriate Schools & Colleges. It was given a weightage of 4 points Level 4 – This level included rest of the areas like Condition of Roads, Traffic Jams & Congestion, Availability of public gardens, Availability of public transport facilities, Water Supply, Water logging problems & Cleanliness & Sanitation facilities.
