Existing problems The services market for provision of remote sensing data undergoes a dramatic rise and becomes one of the main motive forces of innovative development, both in Europe and in Russia. However the exchange of the accessible information on observations of an earth surface in both regions is restricted now exceptionally by technological problems in image format standardization area for Resurs-DK1 and Resurs-P systems. The format used for data representation doesn’t provide their compatibility with the European GIS-applications. Within the scope of the international MEDEO project, the methodical and technical problems connected with incompatibility of the data formats, used by the Russian and European customers, were eliminated and effective technologies of dual access to existing and perspective databases of satellite images were developed. 4

Tasks of the MEDEO project To study the methods and formats of data storing for processing of satellite images used by European and Russian Space agencies. To study the technical requirements of GMES service providers and GIS-software developers for the methods and software tools with a view of joint use of Russian and European Earth Observation data. To develop a new data format specification for «Resurs-DK1», which can be practically used by European consumers. To develop the mathematical tools and software for conversion «Resurs-DK1» and «Resurs-P» images to GIS-applications of European consumers and for conversion European video data to formats of Russian thematic processing applications. To develop the web interface enabling access to «Resurs-DK1» and «Resurs-P» image collection for Russian and European consumers. 6

Internet portal of consumers access to electronic catalogue provides: 1. Option of frames in accordance with following criteria: - regions of imaging; - type of the satellite; - type of sensor; - time of imaging; - percentage of cloudiness etc. 2. The report for European Commission (Berlin, March 21-23, 2012) Gabriella Soos, the project officer of European commission’s space research division, and Peter Weiser, the independent expert of European commission, gave a positive assessment to Russian’s work. Public test version of the web interface was demonstrated in September, 12th, 2012 at special session of the MEDEO project which took place within the scope of Space salon ILA 2012 in Berlin 13
