Aircraft noise management in Denmark N-ALM May 2017

Aviation in Denmark 10 major public aerodromes (> 15,000 pax/year) Copenhagen and Billund Airports cover most of the international flights Copenhagen Airport (29 mill. pax and 265,000 opr./year)

EU Regulation 2002/49/EU Noise The environmental authorities for 3 main airports are responsible (Danish EPA – Roskilde and Billund municipalities) 598/2014 Balanced approach The Danish Transport, Construction and Housing authority is responsible.

Regulation on noise from air traffic Noise limits for airports and aerodromes are set by the Danish Environmental Protection Agency (EPA) and published in ”Noise from airports” - Guidelines from 1994 The Guidelines regulate only the noise of takeoffs and landings - the noise from the en-route flights is not regulated Danish Transport Authority (TBST) issues noise abatement provisions for airports: among others take-off and landing procedures and rules for use of the runway system

Cooperation between authorities There is a long tradition for close cooperation between the authorities – mostly related to environmental permits (Copenhagen Airport) Committee on advance approval for take- offs in night period (80 dB maximum level) Collaboration with EPA and municipalities about the regulation on helicopter sightseeing flights from non-approved heliports

Revision on guidance material: TBST has recently agreed with the Danish Environmental Protection Agency to initiate a revision of the guidance material in two steps: Step 1. Technical issues (2017). Including methodology and update of TSEL-values. Step 2. Administrative issues. Description of noise challenges from air traffic. Determination of roles, interaction and borderlines between different authorities. Definitions of key terms such as “aerodrome” and “densely populated area”.
